Description
The National Aeronautics and Space Administration (NASA) Flight Operations Directorate (FOD) is requesting information to assist in the restoration of the exterior surfaces (not including landing gear or wheel wells) of the NASA KC-135 aircraft static display. Services will also include corrosion repair and painting of the KC-135. The North American Industry Classification System (NAICS) code for this procurement is 488190, Other Support Activities for Air Transportation, with a size standard of $32.5M. See the attached draft statement of work for more details. Responses to this Request for Information shall include the company name, address, and point of contact. Any communications in reference to this RFI shall cite the RFI number in the subject line and be directed to the point of contact identified in the RFI. Responses to the questions below should be submitted to the point of contact below. Responses shall be kept to twenty (20) pages or less, using no less than 12 point Times New Roman font. NASA is soliciting responses from qualified sources including Small (SB), Small Disadvantaged (SDB), 8(a), Woman-owned (WOSB), Veteran Owned (VOSB), Service Disabled Veteran Owned (SDVOSB), Historically Underutilized Business Zone (HUBZone) businesses, and Historically Black Colleges and Universities (HBCU)/Minority Institutions (MI). To assist in the market research, the following information is requested: 1. What is the drying time for the recommended film thickness (mils or microns, wet or dry) and number of coats for polyurethane system? 2.Discuss ways in which the schedule may be impacted and potential ways to avoid or mitigate the impact(s). 3.How can the government ensure durability of workmanship? 4.How should this be priced (firm fixed price, Cost plus, etc.)? The following information is also requested regarding Safety: 1.Are there any commercial industry standards or procedures when performing aircraft cleaning, corrosion control repairs and painting that should be included in an RFP or RFQ? 2.Please identify if there is certain training or qualifications that would be required to perform this type of work? 3.How should a contractor be incentivized to eliminate or reduce potential environmental issues and handle waste material. 4. How should the contractor ensure the government of a quality product and finish? 5.What safety standards does the commercial industry require you to comply with when performing the services required in our statement of work? 6.What procedures do you have in place to deal with automobile traffic near the work zone when painting the static aircraft? 7.What procedures do you have in place for fall protection for your employees? Small Business Sources Sought Request 1. Whether the firm is a SB, SDB, HUBZone, WOSB, VOSB, SDVOSB, HBCU/MI and/or 8a or other than small business for the NAIS code indicated above 2. Affiliate information: parent company, joint venture partners, potential teaming partners, prime contractor (if potential sub) or subcontractors (if potential prime) 3. A list of customers covering the past five years (highlight relevant work performed, contract numbers indicate if your firm was the prime contractor or subcontractor, contract type, dollar value of each procurement and point of contact - address and phone number). If work was performed as a subcontractor, please indicate percentage of work/subcontract dollar value. If the contract(s) were IDIQ please indicate the number of task orders awarded and the total dollar value of those task orders. In accordance with FAR 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. This synopsis is for information and planning purposes and is not to be construed as a commitment by the Government nor will the Government pay for information solicited. Respondents will not be notified of the results of the evaluation. The Government is under no obligation to issue a solicitation or to award any contract on the basis of this RFI/synopsis. Your response is requested by 4:00 p.m. CST on November 16, 2015. All responses should be submitted electronically via e-mail to Andrea.Browne-1@nasa.gov. NASA Clause 1852.215-84, Ombudsman, is applicable. The Center Ombudsman for this acquisition can be found at http://prod.nais.nasa.gov/pub/p ub_library/Omb.html. No solicitation exists; therefore, do not request a copy of the solicitation. If a solicitation is released it will be synopsized in FedBizOpps. It is the potential offerors responsibility to monitor FedBizOpps for the release of any solicitation or synopsis. The Government intends to review the responses submitted by industry. The information received will not be released in its submitted form outside of the Government, but may be used to refine requirements and develop the best approach for any contract strategy. Therefore, the information may be recognizable. Please do not submit proprietary information. Data that is submitted as part of the Industrys response that is marked proprietary will not be reviewed.
