Description
The Naval Sea Systems Command (NAVSEA) intends to award a cost plus incentive fee (CPIF) contract for engineering, technical, and professional support services to Systems Planning and Analysis, Inc. (SPA), 2001 N. Beauregard St., Suite 100, Alexandria, VA 22311-1739. SPA is currently the only responsible source with the requisite experience able to bridge a gap that will be created between the end of task order N00178-05-D-4592/EH01 and the next competitively awarded follow-on SEAPORT contract without unacceptable delays in fulfilling agency requirements. NAVSEA anticipates release of the competitive solicitation for the follow-on contract in the near future. The contemplated contract will consist of a six (6) month period of performance base with one six (6) month option and two three (3) month options. The proposed contract action is for services which the Government intends to solicit and negotiate with only one source under the authority of 10 U.S.C. 2304(c)(1). Interested parties may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all responsible sources may submit a capability statement/expression of interest, which shall be considered by the agency (Navy) if received within fifteen (15) days after date of publication of this synopsis. Any submissions will not be reimbursed by the Government -- the entire cost of any submission will be at the sole expense of the source submitting the information. Companies interested in subcontracting opportunities shall contact SPA directly. A determination by the Government not to compete the requirement based upon responses to this notice is solely within the decision of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. *The purpose of this amendment to the notice is to revise the cited contract task order from N00178-05-D-4582/EH01 to N00178-05-D-4592/EH01.
