- Sources Sought (Intent to Purchase on Sole-Source Basis) FROM: Melissa ( Missy ) Carvin, 408 SCMS/GULB TO: DLA Aviation Procurement Operations at Warner Robins (SPRWA1) LOCATION: Robins AFB, GA 31098-1813 FBO Post Title: Intent to sole-source purchase of Dual Phase Locked Oscillators(PLOs): NSN 5955-01-613-7953EW NSN 5955-01-614-0081EW NSN 5955-01-613-8325EW NSN 5955-01-614-3023EW The root part number for the above NSNs is: 030-02001-0001 SUBJECT: Market research is being conducted to identify potential sources that may possess the expertise, capabilities, and experience to meet the requirements for qualification and production of the above listed NSNs per Purchase Request Number FD2060-16-00017 ITEM DESCRIPTION The Government does not possess any further descriptive information regarding these items other than the Performance Specifications. Impediment to Competition: The original design activity and Original Equipment Manufacturer, (OEM) for the Dual PLOs is EDO (formerly AIL) These items can only be purchased from, and repaired by, the current OEM because the government only purchased the top level drawings - no design data was purchased. The current OEM is unwilling to sell the design data. INTEREST The DLA/AWB Contracting Office intends to award a sole source contract to EDO Corporation for the manufacture of these items. Other interested parties may identify their interest and capability to respond to the requirement no later than 10 Nov 2015 to melissa.carvin@us.af.mil or dla.dlr.proc@us.af.mil. The Government intends to procure these items using Other Than Full and Open Competition as prescribed by FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements.
