- The US Army Corps of Engineers (USACE), Army Geospatial Center (AGC) has a requirement for a Systems Engineering and Technical Assistance (SETA) contract to support the Product Director, Tactical Exploitation of National Capabilities (PD TENCAP) office. PD TENCAP falls under the Program Manager Sensors Aerial Intelligence (PM SAI). PM SAI is part of the Program Executive Office - Intelligence Electronic Warfare and Sensors (PEO IEW&S). PD TENCAP is chartered with the responsibility for the execution of the Army's Tactical Exploitation of National Capabilities (TENCAP) program. The primary purpose of PD TENCAP is to facilitate exploitation of intelligence information and capabilities from national and theater systems to support Army tactical commanders. This Request for Information (RFI) is to determine if there are sources capable of satisfying the government's requirement. No proposals are being requested or accepted under this RFI. Feedback addressing the clarity, feasibility, scope, and potential alternative means of meeting the government's requirement are sought. The anticipated North American Industry Classification Systems Codes (NAICS) for this requirement is 541330. The business size standard is $15.0M. Your response should identify your business size (large or small) in relation to this NAICS code. The Contractor personnel will require DoD security clearances at the Top Secret (TS) Sensitive Compartmented Information (SCI) level for all personnel. AGC is assessing the existence of sources and requesting capability packages from industry on the specified requirements listed herein. AGC is also seeking sources that possess an in-depth understanding of the requirements and are able to apply their knowledge and abilities to the requirements identified in this RFI. Responses will be limited to no more than 15 pages. This SETA effort requires a broad range of technical engineering, project analyses, and program management support functions. Technical skills will be applied within the environment of Intelligence, Surveillance, and Reconnaissance (ISR) technology and operations and will support PD TENCAP programs of record, advanced prototyping, technology development and transition, and decision support for PD TENCAP leadership. Primary place of performance for this requirement is the US Army TENCAP office at 7701 Telegraph Road, Alexandria, Virginia 22315. Approximately 90% of workforce will work at the Army TENCAP office. The remaining 10% of the work force will be at: NSA, NRO, the Pentagon, and INSCOM on Fort Belvoir. The estimated period of need for this requirement is 01 January - 30 June 2016. Responses must be limited to no more than 15 pages, and must address ALL of the following specific requirements. 1. Demonstrated capability in identifying, defining, resolving and working technical and operational issues associated with national and tactical ISR systems, which includes, ground and space architectures; constellations; dissemination systems; and current exploitation systems. 2. Demonstrated experience with prevailing acquisition processes of the Intelligence Community (IC), and DoD to include the US Army and PEO IEW&S. 3. Demonstrated experience with ISR technologies, to include computer hardware and software; processing and exploitation of Imagery Intelligence (IMINT), Geospatial Intelligence (GEOINT), Signals Intelligence (SIGINT), sensors (imagery and signals intelligence); communications systems (SATCOM, Terrestrial and Mobile); and Cloud computing. 4. Demonstrated experience working in the following functional areas: Systems Engineering, GEOINT/SIGNIT Analyst Services, Integrated Product Support (IPS), Information Assurance (IA), Test and Evaluation (T&E) Services, Outreach (Liaison) Services, Knowledge Management, and Resource and Program Services. 5. Capability to travel both military and non-military locations in the Continental United States (CONUS) and Outside Continental United States (OCONUS) and to deploy in support of a crisis or military operations. 6. Capability to provide technically qualified personnel with TS/SCI Clearances. Must possess a Top Secret level SCIF in Northern Virginia.
