SOURCES SOUGHT NOTICE/ REQUEST FOR INFORMATION The subject sources sought notice is issued solely for planning and market research purposes. Although a formal solicitation is planned to be forthcoming, this notice is not a solicitation. All information received in response to this request for information that is marked as proprietary will be handled accordingly. Again, this is only for market research information purposes at this time, please don't include pricing. The Philadelphia VA Medical Center is currently seeking firms that can provide maintenance and installation services for the security systems currently located at the Philadelphia VA Medical Center. Please review the below included Statement of Work (SOW) and provide responses to the following: 1. Does your firm currently hold a valid GSA contract that would cover these services? If so, please provide your GSA contract number. 2.Does your firm have the capability to maintain the equipment and systems stated in the below included Statement of Work? 3.Does your firm have the capability to install the equipment and systems at the Philadelphia VA Medical Center as stated in the SOW? 4.Please provide a capability statement describing how your firm will meet the requirements of the SOW. 5.What is the socio-economic status of your firm: (Large Business, Small Business, Veteran Owned Small Business, Service Disabled Veteran Owned Small Business, Women Owned Small Business, HUBzone Business, (8a) Firm)? 6.Please also provide POC information: Company Name, POC Name, Job Title, Phone Number and E-mail Address. 7.All responses must be e-mailed to the Contracting Officer Peter.Santangelo@va.gov no later than November 12th, 2015. STATEMENT OF WORK (SOW) "Philadelphia VAMC Security System Maintenance and Installation Services" 1. BACKGROUND The Access Control System (ACS); Closed Circuit Video System (CCVS); Panic System (PS); and Burglar Alarm System (BAS) are required as the security measures necessary to maintain security at the Philadelphia Veterans Affairs Medical Center (PVAMC). The Installation pertaining to these systems is necessary for the planned expansion within the PVAMC complex and at satellite sites. The maintenance of these systems is necessary to keep all devices operational for PVAMC mission accomplishment. It is the Government's intent to utilize the most qualified Contractor to ensure ongoing systems compatibility and seamless integration. 2. SCOPE The scope of this Statement of Work is for the Contractor to furnish all personnel, equipment, supplies, services and materials, other than any Government furnished equipment, to perform Installation (INST), Preventative Maintenance (PM) and Emergency Corrective Maintenance (ECM) services to ACS, CCVS, PS, and BAS systems identified in the below requirements section. Additionally, installation and maintenance personnel must be certified to work on Airship systems. 3. The primary objective of performing installation, maintenance and repairs is to keep the ACS, CCVS, PS, BAS and associated equipment functioning to their optimum capabilities, and to identify degraded system and equipment performance or physical defects before they result in complete system failures. 3.3The Government and Contractor shall work together to develop A Plan of Action and Milestones (POA&M) to perform all installation and maintenance activities described herein. 3.4All drawings (including working, review, and marked-up drawings) and documentation developed to support this contract/delivery order are the property of the Government and shall not be used for any purpose other than that intended by this SOW. 3.5The Contractor shall comply with general craft and industry standards, applicable laws, regulations, codes, and Federal specifications in the performance of this delivery order. Nothing in this SOW shall supersede applicable laws and regulations. 3.6 Installation and Maintenance The Contractor shall provide appropriate technician manpower on a daily basis to perform the below listed work. All work shall be performed in accordance with this SOW. 3.6.1 Installation "Installation Services (INST) shall be provided. INST is defined as scheduled services to install all new wiring, hardware, and equipment as called for by accepted estimates and purchase orders for all systems inclusive of ACS, CCVS, PS, BAS. All installation to meet BOCA, NFPA, and PVAMC Safety and best practices requirements. "Installation consists of all phases of wiring and cabling to provide equipment interconnection and Data Loop service. "Installation covers the use of EMT Conduit, Metallic Wiremold, junction boxes and all fittings. "Installation includes the mounting of all Controls, Power Supplies, UPS Units and Field Devices. "Installation shall be performed on an ongoing and as needed basis to meet PVAMC requirements. 3.6.2 Preventive Maintenance Preventative Maintenance (PM) shall be provided. PM is defined as the scheduled care and servicing for the purpose of maintaining equipment and systems in a satisfactory condition. PM provides for the systematic inspection, detection, and correction of incipient failures either before they occur or before they develop into major defects. "Preventative Maintenance consists of visual inspection, concise operational testing, adjustments, calibration, cleaning, lubricating, replacement of minor parts, consumables, and performance verification of applications software and system electronics. "Preventative Maintenance shall be performed on an ongoing basis and shall be scheduled during regular working hours, Monday through Friday, excluding legal holidays. "Preventative Maintenance activities shall be logged, managed, and tracked. At a minimum, the maintenance and management program shall cite the equipment involved in the PM, the duration of the PM, the date of the servicing, the person who verified system operation after performing PM, and any problems found. "Failures discovered during performance of the PM shall immediately be entered into the maintenance and management program and the ECM service ticket shall be generated. 3.6.3Emergency Corrective Maintenance ECM shall be provided and is defined as non-scheduled maintenance activities performed to restore the operational reliability of a system or equipment whereby the failure causes undo risk to personnel or property, and to the point that the system is inoperable. All work requests designated as ECM by an authorized PVAMC representative shall be treated as ECM work and shall receive a priority response. "Under this SOW, ECM shall include all tasks required to restore the system to operational status or to correct a failure that has occurred, or is in the process of occurring. "ECM may consist of repair, adjustment, calibration, restoration, and/or replacement of components and verification of the repair action. "Emergency Corrective Maintenance service shall be provided 24 hours a day, 7 days a week, 365 days a year, including all holidays. "Requests for ECM service shall be received by the Police Operations Headquarters (POH), maintenance technician, or by the issuance of a work order using the maintenance and management program. "Emergency Corrective Maintenance work orders shall be responded to within twenty-four (24) hours. Every attempt shall be made to resolve the reported failure. If the condition cannot be resolved before departing the site, the PVAMC SSO representative will be notified. oA non-emergency or minor repair shall be considered non-critical, shall not interfere with system access and reporting, and shall not require the stationing of watch personnel until repaired. All non-emergency or minor repairs will be completed within (72) hours of notification. If the condition cannot be resolved before departing the site, the PVAMC SSO representative will be notified. "Emergency Corrective Maintenance activities shall be logged, managed, and tracked using submitted maintenance service vouchers. At a minimum, the maintenance and management program shall cite the equipment involved in the ECM, the duration of the ECM activity, the date and times of arrival and departure, the PVAMC SSO personnel who verified system operation after performing the ECM, and any unresolved issues. 3.7Upon award; a full system Preventive Maintenance Inspection (PMI) will be conducted to inspect and test the entire system for any non-functional or defective components or devices. ECM services will only be provided at the facility level once a facility inspection has been conducted and properly turned over. Upon completion of the initial PMI, a comprehensive service report for the PVAMC ACS will be available for maintenance tracking to the device level. 4.GOVERNMENT FURNISHED INFORMATION All applicable regulations will be provided to include the PVAMC Facility Security Plans that regulate the use of ACS and CCVS within secured Government facilities. 5. GOVERNMENT FURNISHED MATERIAL: The Government reserves the right to provide equipment for the Contractor to install.
