Chartier DESCRIPTION: This is a Notice of Contract Action (NOCA); this document does NOT constitute a Request for Quotation, Request for Proposal, Invitation to Bid, or a commitment, implied or otherwise, that AFTC/PZRA will take procurement action in this matter. The Government reserves the right to reject in whole or in part any industry input as a result of this announcement. No reimbursement will be made for any costs associated with providing information in response to this synopsis or any follow-up information requests. The purpose of this synopsis is to notify industry of the United States Air Force intent of contract action and possibly gain knowledge of other potentially qualified sources and their size classifications. The Government also recognizes that proprietary data may be a part of this effort, and cautions that such data be clearly marked "restricted" or "proprietary" data, and present it as an addendum to the non-restricted/non-proprietary information. Please do not request a copy of a solicitation as one does not exist. This synopsis is for a proposed contract, IAW FAR 5.201(b)(1), for which the Government intends to negotiate with only one source IAW 10 U.S.C. 2304(c)(1), as implemented by FAR 6.302-1, "Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements." The Air Force Test Center (AFTC), Edwards AFB intends to award a sole-source Firm-Fixed Price (FFP) contract. The NAICS code is 333249. Part numbers specified are desired items, suitable substitutes will be accepted, and evaluated technically, based on needs and equivalency to the requirements of the requesting activity, Air Force Research Laboratory, RQ-West Directorate. Requirements: 1. BUSS Kneader MX 30-22, including:  Inlet hopper IH 30 (1)  Inlet screw ISX 30 (2)  Plug for ISX 30 (1)  Kneader drive (1)  BUSS Lab Control BLC (1)  Control and drive cabinet (1)  Parts in process chamber for liquid injection (1 set)  Manual tool kit (1) 2. Loss in weight feeding system (dry pellets) 3. Loss in weight feeding system (dry powders) 4. Loss in weight feeding system (fibers) 5. Control cabinet for feeders 6. Pelletizing equipment including water bath and strand pelletizer with knife 7. Spare parts package for 2 years operation includes wear parts, sealing, heating cartridges, etc. 8. Mezzanine 9. Erection control and start-up, including airfare and living expenses 10. Truck freight from U.S. West Coast Port to Customer Site 11. The machine must be capable of mixing chopped carbon fiber into a polymer without damaging the fibers themselves The Government is requesting that interested concerns feeling they can fully support this requirement furnish the following information: - Company name, address, point of contact, telephone number, and e-mail address - All information furnished shall be in writing and must contain sufficient detail to allow the government technical representative to evaluate and determine if it can meet the requirement. A determination by the Air Force not to open the requirement, based on response to this notice, is solely within the discretion of the Air Force.
