- Pre-Solicitation Notice Diving Services - USACE Tulsa District W912BV-15-R-0098 3 November 2015 U.S. Army Corps of Engineers, Southwestern Division (SWD), Tulsa District (SWT) intends to issue a commercial solicitation, W912BV-15-R-0098 for diving services within the Tulsa District. The solicitation will be issued as a 100% Small Business set aside. The North American Industrial Classification System (NAICS) Code is 561990 and the applicable Small Business Size Standard, as established by the U.S. Small Business Administration, is $11,000,000.00 The resulting Indefinite Delivery/Indefinite Quantity (IDIQ) Single Award Task Order Contract (SATOC) will be issued on a Firm Fixed Price basis for a base one year period and two one year option periods to the responsible offeror whose offer is conforming to the requirements of the solicitation and will be most advantageous to the Government considering price. The contract will cover services at thirteen project locations: Keystone Powerhouse, Fort Gibson Powerhouse, Eufaula Powerhouse, Webbers Falls Powerhouse, Tenkiller Powerhouse, Robert S Kerr Powerhouse, Broken Bow Powerhouse, Denison Powerhouse, W.D Mayo Lock & Dam 14, Robert S Kerr Lock & Dam 15, Webbers Falls Lock & Dam 16, Chouteau Lock & Dam 17, and Newt Graham Lock & Dam 18. Diving activities shall be performed in a surface-supplied air mode, including 4-wire continuous hard-wire communications and diver-carried air reserve. All members of the dive team should be qualified to dive. This work requires a minimum 5-man dive team; a diver, two (2) tenders, a stand-by diver, and a diving supervisor, with the supervisor acting as the timekeeper. Professional qualifications and experience required for the dive team members under this specification are as follows: As a minimum each team member must be able to demonstrate at least 1 year of commercial experience in the applicable position and divers shall have completed at least 4 working dives to the depths required by these specifications, using the particular diving techniques and equipment specified under this specification. Divers shall demonstrate that at least one of the 4 qualification dives was performed in the 6-month period prior to the contract award date. Medical qualifications of each diver shall be in accordance with paragraph 30.A.10, EM 385-1-1. Each dive team member shall have current certification in cardiopulmonary resuscitation (CPR) and first aid. First aid training shall include the use of emergency oxygen systems. The solicitation will be issued via Internet only on Feb Biz Opps Website at http://www.fbo.gov. Notification of amendments shall be made via FebBizOpps only. It is the contractors' responsibility to monitor the above-listed internet address for any posted changes. Solicitation will be issued on or about 11/05/2015. Quotes are anticipated to be due on or about 12/05/2015. There will be no site visit related to this solicitation.
