Description
THIS IS A Sources Sought Notice ONLY. The U.S. Government desires to procure the Maintenance, Inspection, Testing, Repair, Upgrading of Fire Alarm Systems, Suppression Systems, and Duct/Hoods on a small business set-aside basis, provided two (2) or more qualified small businesses respond to this sources sought synopsis with information sufficient to support a set-aside. Be advised that the U.S. Government will not be able to set aside this requirement if two (2) or more small businesses do not respond with information to support the set-aside. We encourage all small businesses, in all socioeconomic categories (including, 8(a) Business Development Program, Small Disadvantage Business, Historically Underutilized Business Zone, Service-Disabled Veteran-Owned, Women-Owned Small Business concerns), to identify their capabilities in meeting the requirement at a fair market price. This notice is issued solely for information and planning purposes - it does not constitute a Request for Quote (RFQ)/Invitation for Bid (IFB)/Request for Proposal (RFP) or a promise to issue an RFQ, IFB or RFP in the future. This notice does not commit the U.S. Government to contract for any supply or service. Further, the U.S. Government is not seeking quotes, bids or proposals at this time and will not accept unsolicited proposals in response to this sources sought notice. The U.S. Government will not pay for any information or administrative costs incurred in response to this notice. Submittals will not be returned to the responder. Not responding to this notice does not preclude participation in any future RFQ or IFB or RFP, if any is issued. If a solicitation is released, it will be synopsized on the Governmentwide Point of Entry. It is the responsibility of potential offerors to monitor the Governmentwide Point of Entry for additional information pertaining to this requirement. The anticipated NAICS is 561621 Security Systems Services, $20.5M and includes Maintenance, Inspection, Testing, Repair, Upgrading of Fire Alarm Systems, Suppression Systems, and Duct/Hoods. A continuing need is anticipated for the Maintenance, Inspection, Testing, Repair, Upgrading of Fire Alarm Systems, Suppression Systems, and Duct/Hoods which is currently being fulfilled through current contract # W91248-12-D-0025. The following is a list of required tasks that shall be performed in regards to this requirement: FIRE SUPPRESSION, FIRE DETECTION, ALARM SYSTEMS 1. Perform Inspection, Maintenance, and Testing on Fire Suppression, Fire Detection, and Alarm Systems, Inspection, Testing, and Maintenance Tasks for Fire Protection Equipment. 2. Perform the required Inspection and Testing for the Fire Suppression and Fire Detection and Alarm Systems in accordance with the type and frequency of tasks. The work shall be performed on the fire protection systems shown by building and type of system in the contract. The contractor's work shall be in accordance with NFPA 25, NFPA 72, UFC 3‐600‐02 and as specified herein. The Contractor is expected to supply "Tags" and attach to each alarm or release panel and sprinkler riser after inspections with technician's initials and date of inspection on each tag. 3. Maintenance to be performed during inspection and testing shall include minor items such as adjustment of tamper switches, tightening valve packing, turning bells around or removal of foreign substance designed to prevent bell from sounding, sufficient troubleshooting to determine bad parts, (i.e. pull station failed - contractor should look to see if the problem is actually the pull station before reporting a bad device), or loop trouble, replacement of missing/broken FDC caps (Plastic only), repair or replacement of loose or corroded wires/ends etc. 4. Upgrading systems may include complete replacement of panels and devices, relocation of devices to proper locations, addition of devices required due to changes in facility configuration. Upgrading is meant to bring a system into compliance with the Life Safety Codes, applicable UFCs, and IBCs. 5. Deluge systems: pump maintenance and repair and may potentially include underground piping for the dedicated deluge systems and components. 6. The Government may request an offer/pricing from the Contractor for needed repairs and as defined by the Government. The Contractor's offer and supporting pricing information shall be broken down by labor materials, overhead, profit, as well as any subcontract costs required, to complete repair work. This information is required in order to evaluate the proposed price for fair and reasonableness and in order to determine a firm fixed price prior to issuance of a Delivery Order. Delivery Orders can be denied for execution, if the submitted firm fixed price is not in the best interest of the Government. COMMERCIAL DUCTS/HOODS Perform Inspection, Maintenance, and Cleaning of Commercial Ducts/Hoods IAW NFPA 96 and as outlined in the Technical Exhibit, Commercial Kitchen Hood/Duct Inspection, Maintenance, and Cleaning. CONTRACTOR'S PERSONNEL AND QUALIFICATIONS 1. Perform Inspection, Maintenance, and Testing on Fire Suppression, Fire Detection, and Alarm Systems: The work shall be performed by journeyman/craftsperson level qualified persons trained and qualified in the maintenance and repair of subject fire protection system or subsystem. The craftsperson shall be knowledgeable and trained in the technical requirements of NFPA 25 and all other referenced publications in this contract. (Note: It is understood that the contractor journeyman/craftsperson may not have the necessary qualifications to provide for both fire alarm and all types of fire suppression systems involved and a prime and sub-contractor relationship may be needed to complete the work.) 2. Fire Alarm Technician Qualifications: All repairs shall be performed or supervised by a technician with a NICET Level II certification with 5 years current experience in repair of various systems. All final connections to devices and control panels shall be performed by the certified individual. The Fire Alarm Technician performing work shall be a journeyman/craftsperson level qualified person trained and qualified in the repair and maintenance of subject fire protection system or subsystems with a minimum of 5 years current experience on various systems for inspection and troubleshooting. The technician shall be knowledgeable and trained in the technical requirements of NFPA 72, UFC 3-601-2 and all other referenced material in this contract. Other recognized journeyman/craftsman-level qualifications for fire protection systems maintenance and repair include, but are not be limited to, one or more of the following: (1) Personnel who are factory trained and certified for fire alarm system service of the specific type and brand of system (2) Personnel who are certified by a nationally recognized fire alarm certification organization acceptable to the authority having jurisdiction (3) Personnel who are registered, licensed, or certified by a state or local authority and trained as indicated above (4) Personnel who are employed and qualified by an organization listed by a nationally recognized testing laboratory for the servicing of fire alarm systems and trained as indicated above 3. Backflow Inspections: Testing of backflow devices on sprinkler systems require training and certification by the state of Tennessee or other certification with the same qualification requirements as a minimum with 5 years current experience with devices similar to what is in this contract. (2 inch to greater than 8 inch back flow preventers). 4. Perform Inspection and Maintenance, of Commercial Ducts/Hood Suppression systems: Technicians are required to have a minimum of 5 years current experience at a journeyman/craftsman level performing maintenance and inspections on Commercial Kitchen Hoods systems. Sub-contractors shall have the same qualification and be licensed in their state of business. 5. Perform Inspection and Cleaning of Commercial Ducts/Hoods: Technicians are required to be properly trained, qualified and certified in accordance with the NFPA 96 a minimum of 5 years current experience at a journeyman/craftsman level performing cleaning maintenance and inspections on Commercial Kitchen Hoods. Technicians shall be experienced and regularly perform work IAW the International Kitchen Exhaust Cleaning Association (IKECA) methods and standards supervised by a certified individual at all times. 6. The Contractor shall have or cause to have in his employ a qualifying Electrical License/Permit holder IAW Cam Reg. 420-4. 7. Technician qualifications shall be provided prior to any work being performed and updated personnel changes occur. EMERGENCY RESPONSE Emergency response shall be required for any conditions that are considered to be life threatening or to restore essential services that affect continuing occupancy of the facility. In the event of an emergency response call the contractor shall have a qualified technician on-site in one (1) hour during regular duty hours and system secured. Emergency response during non-duty hours shall be within two (2) hours and completed within 24 hours when possible. CERTIFICATIONS All certifications, licensing, or training documentation to confirm qualification as shall be submitted within 10 days of contract award for all technicians. Also, any time a new technician is hired, certification shall be submitted within 3 days of employment to the Government. The government has the right to request dismissal of any technicians that do not possess the adequate experience and/or certifications. Subcontractor personnel engaged in activities specified by this contract shall also be required to possess certificates of training, licenses, permits, and necessary experience as required herein and in accordance with state, county, and other local jurisdictions In response to this sources sought, please provide: 1. Name of the firm, point of contact, phone number, email address, DUNS number, CAGE code, a statement regarding small business status (including small business type(s)/certifications(s) such as SDB, 8(a), HUBZone, SDVOSB, WOSB, etc.) and the corresponding NAICS code. 2. Identify whether your firm is interested in competing for this requirement as a prime contractor or not. Identify subcontracting, joint ventures or teaming arrangement that will be pursued, if any. 3. Information in sufficient detail regarding previous experience (indicate whether as a prime contractor or subcontractor) on similar requirements (include size, scope, complexity, timeframe, government or commercial), pertinent certifications, etc., that will facilitate making a capability determination 4. Information to help determine if the requirement (service) is commercially available, including pricing information, basis for the pricing information (e.g., market pricing, catalog pricing), delivery schedules, customary terms and conditions, warranties, etc. 5. Identify how the Army can best structure these contract requirements to facilitate competition by and among small business concerns. 6. Identify any condition or action that may be having the effect of unnecessarily restricting competition with respect to this acquisition. Include the subject of the acquisition, this announcement, and the MICC POC information from the FedBizOpps notice. Provide the specific aspects that unreasonably restrict competition and the rationale for such conclusion. 7. Responses to this notice may contain company proprietary information and must be marked accordingly. The government shall not be liable for or suffer any consequential damages for any technical information identified (e.g., limited and/or restricted rights).
