- The purpose of this notice is to comply with the synopses and pre-solicitation notice requirements of FAR 5.2, Synopses of Proposed Contract Actions. Any solicitation resulting from this notice will be handled in accordance with FAR 5.102(d); therefore, availability of any resulting solicitation package will be limited to this electronic medium. Accordingly, interested vendors, especially small business, are encouraged to register themselves as an interested vendor. The United States Agency for International Development, Cambodia (USAID/Cambodia) intends to release a solicitation for a project titled “Cambodia Malaria Elimination Project” (CMEP). The purpose of this activity is to intensify malaria control and elimination activities by providing technical assistance and support to National Center for Parasitology, Entomology, and Malaria Control (CNM) to further develop, refine, and evaluate an evidence-based Model Elimination Package for malaria in Sampov Loun, which can then be implemented in other appropriate Operation Districts (ODs). Initial work on this package has already begun under the existing Greater Mekong Subregion Control and Prevention of Malaria (CAP-Malaria) Project. This regional project has been implemented in Burma, Thailand and Cambodia by University Research Co, LLC (URC) under cooperative agreement number AID-486-A-12-00001 which will be ending in October 2016. The Project is intended to contribute to the overall efforts of CNM and partners to eliminate malaria from Cambodia by 2025. It is recognized that several factors may impede progress towards malaria elimination, including intensifying resistance to ACTs, waning finances for malaria elimination activities, and social and economic factors that are beyond the control of this Project. Nonetheless, the tools, approaches and the strengthened surveillance systems developed through this Project will enable Cambodia to move closer to the goal of elimination and equip CNM and partners to move quickly to address such challenges as they arise. The anticipated solicitation date is on or about December 4, 2015. There is currently no incumbent contractor performing the work. Except for the above information, no additional information regarding this planned RFP is available at this time. All necessary information will be supplied at the time the RFP is posted at www.fedbizopps.gov. Questions/requests for information will not be responded to until RFP issuance. Interested parties are advised to periodically monitor the above website for updates concerning this procurement. No proposals for funding should be submitted until after the RFP is issued. This notice does not obligate USAID to release a solicitation or award a contract nor does it commit the Government to pay for costs incurred in the preparation and submission of a proposal. In addition, final award cannot be made until funds have been fully appropriated, allocated, and committed and internal USAID procedures have been completed.
