- This is a Sources Sought Synopsis only. This synopsis is not a solicitation an d there is no Request for Proposal (RFP) at this time. This synopsis is a market research tool to determine the availability of qualified Small Business sources. The Government is seeking qualified Small Disadvantaged Business, Certified HUBZone, Service Disabled Veteran Owned Small Business (SDVOSB), Woman-Owned Small Business (WOSB) and/or Small Business (SB) sources that primarily perform work in the NAICS classification 238990, All Other Specialty Trade Contractors, and 237310, Highway, Street, and Bridge Construction. The applicable size standard is $36.5M average annual gross receipts for the preceding three fiscal years. Specifically, we are searching for asphalt paving companies to repair roads and parking lots and can also perform civil work. The Contracting Officer anticipates that contractors will self-perform a minimum of 30% of the contract value. Responses to this sources sought synopsis will be used to make appropriate acquisition decisions. After review of the responses to this sources sought synopsis, and if the Government plans to proceed with the acquisition, a solicitation announcement will be published in Federal Business Opportunities and NECO. Responses to this sources sought are not an adequate response to the solicitation announcement. No telephone calls will be accepted requesting a bid package or solicitation. There is no bid package or solicitation at this time. In order to protect the procurement integrity of any future procurement, if any, that may arise from this announcement, information regarding the technical point of contact will not be given and no appointments for presentations will be made. P rojects will be located at U.S. Navy installations in Kitsap and Jefferson Counties, Washington, primarily at Silverdale, Bremerton, Keyport, Manchester, and Indian Island, Washington. The general scope of the requirements will be to repair roads and parking lots and can also perform civil work. The estimated five-year not-to-exceed amount is $25M with task orders (projects) ranging from approximately $10K to $3M. Firms must demonstrate qualifications, relevant experience, bonding, and satisfactory or higher past performance. Submission Requirements: Interested Small Businesses are invited to respond to this sources sought announcement by using the form provided under separate file titled Sources Sought Information Form. Please complete the entire form, providing 1-3 job experiences. Please respond by Monday, November 12, 2015, 3 :00 p.m., to Department of the Navy, Naval Facilities Engineering Command, Northwest, Public Works Department Kitsap, Attn: Terry Homburg, T-075 Skate Street, Silverdale, WA 98315 1101. If a solicitation results from this market research, then it will available at www.neco.navy.mil and identified by using the code / UIC "N44255". No reimbursement will be made for any costs associated with providing information in response to this announcement and any follow-up information requests. Respondents will not be notified of the results of the evaluation. However, the information will be utilized for technical and acquisition planning. If adequate responses are not received from small business, the acquisition may be solicited on an unrestricted basis. All data received in response to this Sources Sought Synopsis marked or designated as corporate or proprietary information will be fully protected from release outside the Government. Since this is a sources sought announcement, no debrief, evaluation letters, and/or results will be issued to the participants.
