- Bio-Data RFQ FBO Synopsis The Millennium Challenge Corporation (MCC) is a United States government-owned corporation created in 2004, whose mission is to provide grant assistance to support economic growth and poverty reduction in select developing countries with a demonstrated commitment to just and democratic governance, economic (Compact) with MCC that includes a plan for achieving shared development objectives and the responsibilities of each country in achieving those objects. The Department of Compact Operations, Program Procurement Unit, Sector Operations is seeking a full-time Personal Services Contractor (PSC) to serve as a Procurement Director supporting the Department of Compact Operations. The primary purpose of this position is to serve as the primary MCC Procurement Director for an assigned Millennium Challenge Account (MCA) country or countries with responsibility for overseeing implementation of Compact procurements, including projects in specific eligible countries. The Procurement Director is required to be an experienced procurement professional who will work under the guidance of the regional Senior Director for Fiscal Accountability and Procurement, as a member of the regional Fiscal Accountability and Procurement Team. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC 2005-84).
