- Description
- Export-Import (Ex-Im) Bank of the United States (Ex-Im Bank) intends a sole source award for subscription services to Standard and Poor. The applicable NAICS code is 511199-All Other Publishers, with a small business size standard of 500 employees. There are no set-asides identified for this procurement. The Ex-Im Bank's Research Library has a requirement to purchase Standard & Poor's rating information; specifically their RatingsDirect Library Service which includes access to their Global Credit Portal. Standard & Poor's provides crucial ratings research and analytical support without which the Bank would not be able to make critical financial decisions in its dealings with sovereigns, banks, and companies. Standard & Poor's is the only source for certain ratings material. Many countries, banks, and companies have only limited coverage, and it is critical that the Bank have competing credit analysis and opinions from a diverse spectrum of independent sources. This source is complementary to the ratings content the Bank gets from its contracts with Fitch and Moody's but provides some unique coverage and analysis not available from Fitch and Moody's or anywhere else. S&P's materials are used by many Divisions in the Bank, including Export Finance, Small Business, Credit Risk and Management, Policy & Planning, and Asset Management. This notice of intent is not a request for competitive proposals. A determination not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Anticipated period of performance will be 5 years, a base period, plus four twelve month option periods. Total contract dollar value is estimated at $450,000.00 (including all options, if exercised).
