- REQUEST FOR INFORMATION PURSUANT TO Federal Acquisition Regulation (FAR) 15.201(e) - THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. This RFI is issued solely for information and planning purposes - it does not constitute a Request for Proposal (RFP) or a promise to issue a RFP in the future. This request for information does not commit the Government to contract for any supply or service whatsoever. Further, the Navy is not at this time seeking proposals and will not accept unsolicited proposals. Responders are advised that the U.S. Government will not pay for any information or administrative costs incurred in response to this RFI; all costs associated with responding to this RFI will be solely at the interested party's expense. Proprietary information will be safeguarded in accordance with the applicable Government regulations. Failure to respond to this RFI does not preclude participation in any future associated request for proposal that may be issued. BACKGROUND/PURPOSE The Naval Air Warfare Center Aircraft Division (NAWCAD), AIR-4.11.4 - Special Communications Mission Solutions (SCMS) Division is soliciting information and comments from industry on its ability to provide non-developmental or Commercial Off The Shelf (COTS) Mobile Global Positioning System (GPS) Radio Frequency (RF) Tracking Antenna System. The Mobile GPS RF Tracking Antenna System is an integral part of the mobile radio communications package. The antenna system will be used to transmit communications reliability, and will support several frequencies. MOBILE GPS RF TRACKING ANTENNA SYSTEM GENERAL REQUIREMENTS The Mobile GPS RF Tracking Antenna System will be expected to operate in austere working environments in the field, where temperatures, weather conditions and environmental hazards may adversely affect operations. The Mobile GPS RF Tracking Antenna System is required to include a 360° continuous tracking Multi-Band Antenna Array, a Telescoping Antenna Mast, Direct Current (DC) Power Supply, RF Coaxial Cable, and a Control Cable. Other ancillary items include a tripod for mounting, and a travel case with foam inserts for antenna and cable storage. TECHNICAL REQUIREMENTS Respondents are requested to provide product details specifically addressing the technical data identified below: • Time to production • Multi-Band Tracking Antenna Array o Primary Antenna Operation  Frequency Range by Band in Megahertz (MHz) (identify any frequency gaps)  Gain in Decibel Isotropic and MHz  RF operating current in millivolts per meter  Tracking signal utilized (e.g., GPS, RF)  Polarization orientation (e.g., right hand circular, left hand circular)  Return loss rate in decibels  Impedance in Ohms  Tracking rate in degrees per second  Nearby/overhead operation  Rotation function • Range in degrees • Steering capability (i.e., manual or auto via software) • Compatibility with operating systems (e.g., Windows, IOS)  Range in miles o Features  Dimensions (height x width x depth)  Weight in lbs.  Operating and storage temperatures in Celsius  Wind load resistance in miles per hour  Mean time between failures • Telescoping Antenna Interval Mast o Dimensions (diameter & extended / retracted height) o Number of sections o Payload capacity in lbs. o Deployment time in minutes • Tripod o Dimensions (height x width x depth) o Mounting point configuration o Tripod transportation case availability, style (i.e., hard, soft) and outside dimensions • DC Power Supply o Dimensions (height x width x depth) o Output Voltage in Volts Direct Current, current in Amps, and power in Watts o Input Voltage in Volts Alternating Current (VAC), Hertz (Hz) o Maximum Current in VAC of Amps o Input connector(s) description • Antenna System Transit Case o Outside dimensions (height x width x depth) o Interior configuration • Cables o RF Coaxial Cable  Dimensions (length & diameter)  Connector Type  Identify rating/standard (e.g., LMR-200, LMR-240, LMR-400) o Control Cable  Dimensions (length & diameter)  Connector Type  Identify rating/standard (e.g., ANSI WC 57/ICEA S-73-532) ADDITIONAL INFORMATION In response to this RFI, respondents shall submit written responses, not-to-exceed ten (10) pages in length via electronic mail. Respondents shall include product specifications with submission. Product specification, sketches, or listings of authorized distributors will not count as part of the page limitation. The Government is interested in receiving vendors' commercial published price lists for items they believe meet the requirement of this RFI, as well as, identification of long lead item(s), sub-system(s), or system(s). Supplying price data does not imply a contractual obligation and must be provided as a separate document, marked as PRICE DATA, and sent only to the contracts point of contact identified below. The Government does not intend to award a contract on the basis of this request or to otherwise pay for the information solicited. While the Government intends to use this information for future acquisition planning purposes, it will not release any information about your approach that might in any way compromise your competitive posture or proprietary information. All information received in response to this RFI that is marked PROPRIETARY will be handled accordingly. The Government will not be liable for or suffer any consequential damages for any proprietary information not properly identified. Proprietary information will be safeguarded in accordance with the applicable Government regulations. Responses to this RFI will not be returned. Respondents will not be notified of the result of the review. Failure to respond to this RFI does not preclude participation in any future associated RFP that may be issued. Information provided in no way binds the Government to solicit or award a contract. If a solicitation is released, it will be synopsized on the Federal Business Opportunities website: www.fbo.gov. It is the potential vendor's responsibility to monitor this site for the release of any follow-on information. HOW TO RESPOND Interested parties shall respond, within 15 days after release of this RFI, with solutions that meet all or a subset of the aforementioned attributes. The first section of the response will provide administrative information, and shall include the following as a minimum: organization name, mailing address, overnight delivery address (if different from mailing address), phone number, fax number, and name and e-mail of designated point of contact.
