Description
Minimum Performance Standards Past Performance questionnaire 10/29/2015 Offerors Pricing Worksheet dated 10/29/2015 Instructions To Offerors dated 11/02/2015 The General Services Administration (GSA) on behalf of Environmental Protection Agency (EPA), Research Triangle Park, NC has a requirement for PTFE Teflon filters. The PTFE Teflon filters are used with a sampler to collect PM 2.5 (particulate matter with an aerodynamic diameter less than or equal to a nominal 2.5 micrometers) samples. The filters for a specific year must be made from the same lot of raw materials for distribution. It is important that all filters of the same type from the same delivery contain a uniform level of impurities. Therefore, the contractor shall manufacture all filters for a delivery from the same sheet material using a single production line and one production run. This process assures filters with uniform characteristics and known quality assurance testing for the national particulate networks. GSA anticipates the award of fixed price requirements type contract with orders issued on an as needed basis at any time during the five (5) year ordering periods. The total duration of the proposed contract is sixty (60) months. The most likely amount of PTFE Teflon filters to be ordered is 200,000 in the base period and 200,000 each in Options I-IV. Specifications and references for the PTFE Teflon filters are outlined in 40 CFR part 50, Appendix L. As part of the solicitation requirements, the Government intends to require offerors to submit 50 PTFE Teflon filters with their quote. These samples will be tested to ensure the offerors capabilities to produce acceptable samples. The procurement will be processed as a full and open competition. The associated North American Industry Classification System (NAICS) code is 334516 with a size standard of 500 employees. This contract is being solicited using the procedures at FAR subpart 12, and is therefore organized in accordance with the format at FAR12.303. The contract being solicited under this Request for Quote (RFQ) will be an Indefinite Delivery, Requirements contract as contemplated by FAR 16.503; as such, the quantities specified in the schedule represent the Government’s Best Estimated Quantities (BEQ) and do not represent a minimum or maximum quantity. The Government intends to award a Firm Fixed Price task order in accordance with the attached Instructions To Offerors. The attached documents represent a request for competitive quotes and the electronic version issued via the AASBS Portal constitutes the only solicitation, which is used as a Request for Quote (RFQ). The official solicitation will only be accepted within the AASBS Portal. Quotes shall be submitted by the closing date and time via GSA’s web-based procurement system, AAS Business Systems Portal (AASBS Portal), formerly IT-Solutions Shop (ITSS), [web address: https://portal.fas.gsa.gov ]. Quotes submitted by electronic commerce as designated by this solicitation shall be considered only if the offeror uses the specific electronic commerce method stipulated by the solicitation.
