- ***NOTICE OF INTENT TO SOLE SOURCE*** The Department of State Office of Acquisitions Management, on behalf of the Office of Opinion Research issues this special notice of its intent to negotiate a sole source purchase order with Public Opinion Research of Israel Ltd. (PORI) to conduct face-to-face interviews to run in December 2015, with all final deliverables due no later than March 2016. The Government has determined that this contractor is the only source that can perform the required services at a reasonable price within the timeframe specified. Market research has also shown that this cannot be set-aside for small business as the majority of the work would be subcontracted to this firm as the only face-to-face interview provider in-country. The contractor is responsible for the following: •Designing an appropriate sample; •Translating, back-translating, formatting, and printing the questionnaire submitted by the Office of Opinion Research; •Conducting a pretest; •Managing fieldwork; •Coding questionnaires, entering data, checking and cleaning the data; and •Providing required deliverables: detailed sampling design, translation and back-translation of questionnaire, pretest report, final field version of questionnaire and show cards, marginal frequencies, data in ASCII and SPSS formats, codebook, methodological report, contact sheets for selected interviewers, copies of 10 completed field questionnaires, and additional supporting documentation as necessary. If your firm would like to be considered, respond to this requirement by submitting written capabilities/specifications to the Contract Specialist at the email address provided. This notice of intent is not a request for competitive quotes; however, all responses received within 7 days from the date of publication of this synopsis will be considered by the Government. A determination by the Government whether a competitive procurement is feasible may be based upon responses to this notice and is solely at the discretion of the Government. If no affirmative responses are received within 7 days of this notice to determine whether a qualified source is more advantageous to the Government, an order will be placed with the contractor identified in this notice. This purchase will be processed using Simplified Acquisition Procedures in conjunction with FAR Part 12, Acquisition of Commercial Items. There is no solicitation package available.
