- THIS IS A SOURCES SOUGHT NOTICE ONLY. THIS IS NOT A REQUEST FOR PROPOSALS. THERE WILL NOT BE A SOLICITATION, NOR SPECIFICATIONS, OR DRAWINGS AVAILABLE AT THIS TIME. The Norfolk District, United States Army Corps of Engineers is seeking eligible small business firms capable of performing all services, and providing all materials, supplies, plant, labor, equipment, utilities and supervision, except those specified as government furnished, required to operate, maintain all facilities, all real property facilities, and approximately 3,100 acres of land owned by the U. S. Army Corps of Engineers, Norfolk District, which is known as the Atlantic Intracoastal Waterway (AIWW). The northern boundary of the project for this contract is the Interstate 64 bascule bridge at approximately mile 7.1 on the AIWW. The southern boundary of the AIWW on the Albemarle and Chesapeake Canal (ACC) is the North Carolina state line, approximately mile 34. The southern boundary of AIWW on the Dismal Swamp Canal (DSC) is the mouth of the Pasquotank River where it joins the Albemarle Sound, approximately mile 68, in North Carolina. The ACC project includes a drawbridge at North Landing, Virginia, operated 24 hours a day, and a navigation lock and support facility at Great Bridge, Virginia. The Great Bridge lock is 72 feet wide by 600 feet long with a normal lift of 2.7 feet. The lock prevents the inflow of salt water from the Southern Branch of the Elizabeth River to the fresh water to the south. Lockings are on demand and operated 24 hours a day. The DSC project includes one highway drawbridge and navigation lock at Deep Creek, Virginia, one highway drawbridge and navigation lock at South Mills, North Carolina and three water control structures on the canal and at Lake Drummond. The Deep Creek Lock and South Mills Lock are 52 feet wide by 300 feet long, with a normal lift of 12 feet. Lockings are only 4 times a day, and Dismal Swamp Canal operating staff works 8 hours per day. The contract will be a base year and two option years with a capacity up to 10M with issuance of average yearly contract between $2M to $3M. All service-disabled veteran-owned small businesses, certified HUBZone small businesses and certified 8(a) small businesses are encouraged to respond. Upon review of industry response to this Sources Sought Notice, the Government will determine whether a set-aside acquisition in lieu of full and open competition is in the Government's best interest. This office anticipates award of a contract for these services is December 2015. The solicitation will be for a standalone firm fixed-price contract. Sources are being sought for firms with a North American Industry Classification System (NAICS) Code of 488310 with a Small Business Size Standard of $38.5 Million. THIS SYNOPSIS IS NOT A REQUEST FOR PROPOSAL. This notice is a market research tool being used to determine the availability and adequacy of potential small business sources prior to determining the method of acquisition and issuance of an award. The Government is not obligated to and will not pay for any information received from potential sources as a result of this synopsis. It is requested that interested SMALL businesses submit to the contracting office “Attachment A” addressing the following, as a minimum: 1. Bidder's name, address, points of contact with telephone numbers and e-mail addresses. 2. Business size/classification to include any designations as Small Business, HUBZone, Service Disabled Veteran Owned, or 8(a) (Region 4 only) shall be indicated on first page of submission. 3. Bonding capability: Please provide a letter from your bonding company to support current bonding capability of at least $3 million yearly. 4. Description of capability to perform the proposed facility management, manage subcontractors and personnel, prepare and comply with various environmental laws and regulations. 5. Past performance/experience on projects of similar scope, describing no more than three (3) projects that are at least 50% construction complete within the past five years of the issue date of this Notice. The past performance information should include project title, location, general description of the dredging to demonstrate relevance to the proposed project, the bidder's role, dollar value of contract, and name of the company, agency or government entity for which the work was performed with contact information (reference name, phone number and e-mail address). 6. Experience in operating and maintaining of facilities. (See Attachment A). Interested parties are reminded that to qualify as a Small Business under any of the above socioeconomic categories, in the event a set aside is done for any of these small business categories; at least 51% of the cost of personnel for contract performance shall be spent on employees of the small business concern in the appropriate socioeconomic category. Interested parties shall be prepared to demonstrate how this requirement will be met, as meeting this requirement will be evaluated in determining the successful offeror once a solicitation is issued. Small business concerns should not claim eligibility for any given set-aside if they cannot meet the cost of personnel requirement for that set-aside. Please submit an original and an electronic copy of their Capability package, such as in a pdf or image file format on DVD or CD. In case of a discrepancy between the electronic copy and the original, original will control. Capability package must be submitted no later than 24 November 2015. This sources sought should not be construed in any manner to be an obligation of the U.S. Corps of Engineers, Norfolk District to issue a contract, or result in any claim for reimbursement of costs for any effort you expend responding to this request.
