- The National Aeronautics and Space Administration (NASA) Johnson Space Center (JSC) is hereby soliciting information about potential sources for Multi-Award Architect-Engineering (A-E) Services Indefinite-Delivery, Indefinite-Quantity (IDIQ) Contracts. THIS IS A SOURCES SOUGHT SYNOPSIS. THIS IS NOT A SOLICITATION FOR PROPOSALS AND NO CONTRACT WILL BE AWARDED AS A RESULT OF THIS SYNOPSIS. NASA/JSC is seeking capability statements from Small Businesses (SB), Small Disadvantaged Businesses (SDB (for subcontracting goals purposes only)), 8(a), Economically Disadvantaged Woman-owned Small Businesses (EDWOSB), Woman-owned Small Businesses (WOSB (for subcontracting goals purposes only)), Service Disabled Veteran Owned Small Businesses (SD-VOSB), and Historically Underutilized Business Zone (HUBZone) Businesses within a five state region consisting of Arkansas, Louisiana, New Mexico, Oklahoma, and Texas for A&E projects at Johnson Space Center (JSC), Ellington Field (EF), Sonny Carter Training Facility (SCTF) and White Sands Test Facility (WSTF). The purposes of this request is to determine the appropriate level of competition and/or small business subcontracting goals for the Architect-Engineering Services procurement. The Government reserves the right to consider a Small Business, 8(a), EDWOSB, SD-VOSB, or HUBZone business set-aside based on responses hereto. All 8(a) and HUBZone owned firms will need to be certified prior to contract award if the procurement is set-aside. If the procurement is set aside for EDWOSB the firms will need to have the required information in the WOSB repository prior to contract award. No solicitation exists; therefore, do not request a copy of the solicitation. If a solicitation is released it will be synopsized in FedBizOpps and on the NASA Acquisition Internet Service. It is the potential offerors responsibility to monitor these sites for the release of any solicitation or synopsis. Telephone calls will not be considered. The A-E services provided will be in support of NASA/JSC Center Operations Directorate (COD) located at JSC Houston, Texas. NASA JSC COD facilities includes the following: JSC Houston, Texas; Sonny Carter Training Facility (SCTF) Houston, TX; Ellington Field, Houston, TX; and White Sands Training Facility (WSTF) Las Cruces, New Mexico. Project work includes institutional facilities, offices, electronics and chemistry laboratories, clean-rooms, test and integration sites, launch support facilities, infrastructure upgrades, underground utilities, and information technology/computer work areas at the afore-mentioned locations. Firms having the capabilities necessary to meet or exceed the stated requirements are invited to submit capability packages, appropriate documentation, and references. JSC intends to award one or more Indefinite-Delivery/Indefinite-Quantity (IDIQ) contracts in accordance with Brooks Act as implemented in the Federal Acquisition Regulation (FAR) Subpart 36.6, for multi-discipline A-E services related to any NASA COD program requirement. Each awarded contract will have a five year ordering period with a minimum value of $1,000 which represents the minimum value of work the Government is required to order and the contractor shall deliver under the IDIQ contract. The maximum quantity the Government may order and the contractor may deliver for A-E Services is anticipated to be $24,000,000. In the event multiple IDIQ contracts are awarded, task orders will be competed amongst the successful offerors, see FAR 16.505(D)(9). The NAICS code for the project is 541310, Architectural Services, with a small business size standard of $7.5 million. The professional services required include architectural, electrical, mechanical, environmental, civil, structural, and fire protection disciplines. The services required will include feasibility studies, conceptual designs, preliminary engineering reports, budget estimates, and designs for alterations, new construction, repair, and refurbishment projects, as well as Owners Representative (OR) roles from project inception to issuance of the Certificate of Occupancy (on design-build construction projects). In addition to multi-discipline experience, particular focus of specialized experience in (1) Leadership in Energy and Environmental Design (LEED) capabilities and experience to meet NASA requirements for sustainable building design as mandated by NASA Policy Directive (NPD) 8820.3; (2) Building Information Modeling (BIM) capabilities and experience in developing design packages utilizing BIM software are required; (3) Geographic Information System (GIS) capabilities and experience in developing design packages utilizing GIS processes are required; and (4) OR roles performed on design-build projects are required. The A-E must be capable of performing design analysis, planning, development, CADD, professional services, pre-design site-assessment, feasibility and concept studies, design, geotechnical investigations and reports, environmental investigations, studies, and reports, abatement and sampling, construction documentation, cost estimates, value engineering, life cycle costing, post design services to include shop drawing review, construction phase services, and construction administration. Additional services include but are not limited to: seismic design and analysis, topographic and boundary surveys to include mapping and analysis (including data collection and verification), historical and cultural resource investigations, design review, design construction cost reconciliation, environmental testing, statement of work review, site surveys and evaluations, remediation design, and Environmental Protection Agency (EPA) compliance for hazardous materials such as petroleum products, automotive chemicals, asbestos, lead and radon. The contractor is also required to have expertise and knowledge of the design of Anti-Terrorism/Force Protection (AT/FP) requirements, security and communications systems, fire protection and life safety systems, and other technical services as may be required. All work must be performed by or under the direct supervision of licensed professional Architects and Engineers in the state the work is to be performed. SPECIFIC INFORMATION SOLICITED It is requested that Small Businesses (SB), 8(a), EDWOSB, SD-VOSB, and HUBZone firms having the capabilities necessary to meet or exceed all aspects of the effort described herein, submit to the contracting office a Capabilities Statement package demonstrating ability to perform the services listed above. The submission shall be prepared in either PDF or Microsoft Office. NASA/JSC may not accept an offerors submission that does not comply with the submission instructions. NASA/JSC will review all offerors submissions that comply with submission instructions using the following criteria: breadth, depth, and relevancy of experience as it relates to the work described above. The capability statement package (excluding the cover letter) shall be no more than 7 pages in length, single spaced, with one inch margins and have minimum 12 point font (PAGES IN EXCESS OF THE STATED REQUIREMENT WILL NOT BE REVIEWED). The cover letter shall include the following information: 1.Company Name and Address 2.DUNS Number and Cage Code Number 3.Company Business Size and Business Size Status (i.e., Small, Small Disadvantaged, HUBZone, 8(a), etc.) 4.Average annual revenue for past 3 years 5.Number of Employees 6.Ownership 7.Number of years in business 8.Affiliate information: parent company, joint venture and potential teaming partners 9.Point-of-Contact name, phone number; and email address. The capability statement package shall address, as a minimum, the following: 1.Demonstrated comprehensive, multi-disciplined A-E experience on projects for new construction as well as modification of existing facilities and systems. 2.Demonstrated experience in producing sustainable, energy efficient, environmentally friendly designs that enable new construction or major renovation projects to be certified under the guidelines of the LEED U.S. Green Building Rating System. 3.Demonstrated experience in developing design documents utilizing BIM software. Provide the name and version of the BIM software utilized to develop the BIM design model.Describe your firms approach for clash detection and how it is successful in discovering and resolving issues early on. Describe how your firm is involved in maintaining the record BIM model throughout the construction process. 4.Demonstrated experiences in developing design packages utilizing Geographic Information System (GIS) processes. Provide the name and version of the GIS software utilized. 5.Demonstrated experience performing Owners Representative functions on design-build projects ranging from the pre-solicitation activities through attaining Owners Certificate of Occupancy. 6.Resources available such as corporate management and currently employed personnel to be assigned to tasks under this effort to include professional qualifications and specified relevant work experience of such personnel. Note: Experience should be limited to the past five years.
