- Statement of Work This is a presolicitation/notice of intent to sole source for commercial services prepared in accordance with FAR Parts 12 and 13. It is the intent of the National Institutes of Health (NIH) Office of Behavioral and Social Science Research (OBSSR) to procure professional services on a sole source basis from the American Journal of Preventive Medicine, 1001 Connecticut Avenue, Suite 610, NW, Washington, DC 20036-5527 under the authority of FAR 6.302-1(a)(2) to provide the OBSSR a Journal Theme Issue on "Digital Interventions to Promote Health." The North American Industry Classification System Code (NAICS) is 511120- Periodical Publishers with a small business size standard of 500 employees. Background: The Office of Behavioral and Social Sciences Research (OBSSR) furthers the mission of the National Institutes of Health (NIH) by emphasizing the critical role that behavior and social factors play in health, health care, well-being. OBSSR serves as the focal point for coordination and development of policies, goals and objectives in the behavioral and social sciences at NIH. OBSSR is also a liaison between the NIH intramural and extramural communities, other Federal agencies, academic and scientific societies, national voluntary health agencies, the biomedical research community, the media, the general public on matters pertaining to behavioral and social sciences research. OBSSR's vision is to bring together the biomedical, behavioral, and social science communities to work more collaboratively to solve pressing health challenges facing our nation. OBSSR's plan includes facilitating: a) the next generation of basic behavioral and social sciences research: b) collaborative research across the full range of disciplines to elucidate the complex determinants of health and health systems challenges; and c) the translation, implementation, dissemination, and maintenance of best practices to strengthen the sciences of dissemination, put what is known into widespread practice, reduce the burden of chronic disease and help eliminate inequities in health and health care. The purpose of this requirement is to produce a publication for the scientific community on a topic of key interest to OBSSR, the NIH program staff, the NIH investigator community, and to health researchers, practitioners, and policy makers. Specifically, the theme issue shall contain articles on topics such as methodology, assessment, optimizing engagement with digital health interventions, economic analyses of digital interventions, treatment and dissemination research related to digital health interventions. For the past several years OBSSR has been engaged in the development of activities and events designed to promote development and analyses of such digital interventions and to provide education on their use. OBSSR has also been a leader in stimulating the use digital interventions by NIH investigators in their behavioral and social science research projects by providing funding opportunities in this area. The proposed issue shall provide a unique opportunity to showcase work in this evolving field, and depending on the manuscripts submitted, may feature work from grantees of the NIH ICs as well as other NIH investigators. The proposed theme issue is for approximately six (6) full length articles related to technological development, interventions and comparator conditions, the potential to develop and test related theory, strategies to optimize engagement with digital health interventions, health economic analyses of digital interventions and promoting the quality of such interventions and describing mechanisms for getting effective and safe interventions adopted. The content of the issue shall follow the general theme and shall depend on the specific content of the manuscripts submitted to the journal editors for consideration in the theme issue. The journal editors shall review what is submitted and determine (following peer review) which ones shall be selected for inclusion in the theme issue. In addition to full length papers, OBSSR anticipates there may be an overview commentary written by the Guest Editors. The main goal of the publication shall be to showcase the work of the contributors, to indicate to the scientific community NIH's interest in supporting work in this area, and to alert the community that the journal American Journal of Preventive Medicine is a journal that encourages manuscripts in this area. This theme issue is critical, given the growing interest at NIH and among the investigator community in the use of digital health interventions and the need for publication outlets for this work among the public health community. Mandatory Criteria: The Contractor shall be an academic society that publishes a peer-reviewed research journal that is specific to the special supplemental journal issue research topic and that provides distribution through its journal. Purpose/Objective: The purpose of this requirement is to obtain the professional services of a Contractor to assist the OBSSR in the planning and production of a theme issue on "Digital Interventions to Promote Health" in the journal American Journal of Preventive Medicine. This requirement shall provide up to 60 pages, including copyediting and typesetting services and archival/promotional purposes. Contractor Tasks: ● The Contractor shall receive initial submissions as part of the peer review process. The journal editors shall determine which submissions are considered appropriate for the issue, and shall send those manuscripts out for scientific peer review regarding appropriateness and scientific rigor of the submitted articles. The journal editors shall evaluate the external reviews and make the final selection of manuscripts for inclusion in the theme issue. ● The Contractor shall coordinate the submissions of any potential commentary pieces including peer review. ● The Contractor shall provide accessibility of the theme issue to all subscribing individuals and institutions. The theme issue shall not be open access but purchasable in PDF format for individuals and institutions not subscribing to the journal. ● The Contractor shall attribute proper acknowledgment of NIH OBSSR sponsorship for the theme issue of the American Journal of Preventive Medicine in the final published version. This acknowledgement shall be displayed in both the print and online versions of the issue. The following language shall be used: "This 2016 theme issue of the American Journal of Preventive Medicine is supported by funding from the National Institutes of Health (NIH) Office of Behavioral and Social Sciences Research (OBSSR) to support the dissemination of research on digital health interventions, methods, and implications for preventive medicine." Reference to NIH or any of its Institutes and Centers (ICs) or components, as well as use of Government names, symbols, logos, and other identifying marks, shall not be used for endorsement or implied endorsement of any non-NIH entity, product or service. Contract Deliverables: The Contractor shall provide the following deliverables: 1. Provide electronic versions of penultimate papers to the Contracting Officer's Representative (COR) and commentary authors on or about February 1, 2016. 2. Submit the final electronic draft versions of the theme issue to the COR on or before June 15, 2016. 3. Produce and distribute the theme issue to its subscribers on or around October 15, 2016. 4. Provide information so that OBSSR and the participating NIH ICs can establish a link from their website to the American Journal of Preventive Medicine site, where individuals and institutions can download the purchasable PDFs of the theme issue. Period of Performance: The period of performance shall be a Base Period of twelve (12) months from Date of Award. Place of Performance: The work to be performed under this contract shall be performed at the Contractor's facility. The Contractor shall be available by phone, fax and e-mail during normal business hours. Program Management and Control Requirements: The OBSSR COR will exercise management control over the project, communicate with the Contractor, and audit progress of journal supplement preparation. Telephone and e-mail conversation as well as in person meetings between OBSSR staff and Vendor are expected to identify unanticipated issues that will be documented and resolved. Inspection and Acceptance Requirements: The OBSSR COR will review all documents produced during the performance period, provide feedback to the Contractor, and determine acceptability of progress updates and final reports. The OBSSR COR will approve payment the Contractor upon completion and approval of the deliverable(s) and invoice(s). Sole Source Justification: Pursuant to 41 U.S.C. 253(c)(1) as set forth in the Federal Acquisition Regulation (FAR) at 6.302-1, Only One Responsible Source, The American Journal of Preventive Medicine (AJPM) is the official journal of the American College of Preventive Medicine and Association for Prevention Teaching and Research. It publishes articles in the areas of prevention research, teaching, practice and policy. Original research is published on interventions aimed at the prevention of chronic and acute disease and the promotion of individual and community health. Of particular emphasis are papers that address the primary and secondary prevention of important clinical, behavioral and public health issues such as injury and violence, infectious disease, women's health, smoking, sedentary behaviors and physical activity, nutrition, diabetes, obesity, and alcohol and drug abuse. Papers also address educational initiatives aimed at improving the ability of health professionals to provide effective clinical prevention and public health services. Papers on health services research pertinent to prevention and public health are also published. The journal also publishes official policy statements from the two co-sponsoring organizations, review articles, media reviews, and editorials. Finally, the journal periodically publishes supplements and special theme issues devoted to areas of current interest to the prevention community (see www.ajpmonline.org). AJPM is the peer-reviewed academic journal in which the theme section will be published. The AJPM is an essential resource for behavioral scientists, government agencies, health care educators, health care facilities, nurses, physicians, public health planners, and social scientists. For the aforementioned reasons, AJPM is uniquely qualified to perform this work. Because AJPM staff manages and publishes this research journal, which is specific to the theme issue research topic, it is uniquely positioned and qualified to implement this project as the organization is in alignment with the NIH/OBSSR's endeavors to help span behavioral and social science research by expanding the knowledge and understanding of digital health. Currently, there is no other publisher or journal that is offering a theme issue on this specific topic. Specifically, it is expected that the theme issue will contain articles on topics such as methodology, assessment, optimizing engagement with digital health interventions, economic analyses of digital interventions, treatment and dissemination research related to digital health interventions, and dissemination research. Any efforts to identify the required skills and expertise through outside sources would pose additional undo costs to the government. Therefore, it would be in the best interest of the government to award the contract to American Journal of Preventive Medicine because of its unique ability to perform these tasks in a cost-efficient and timely manner.
