Description
National Cancer Institute (NCI), Center for Cancer Research (CCR), Experimental Immunology Branch (EIB), plans to procure on a sole source basis maintenance services for the Government-owned flow cytometry instrumentation that is manufactured by Becton Dickinson Biosciences (BD Biosciences), 2350 Qume Drive, San Jose, CA 95131. This acquisition will be processed in accordance with simplified acquisition procedures as stated in FAR Part 13.106-1(b)(1) and is exempt from the requirements of FAR Part 6. The North American Industry Classification System code is 811219 and the business size standard is $20.5M. Only one award will be made as a result of this solicitation. This will be awarded as a firm fixed price type contract. The period of performance is twelve (12) months Feb. 1, 2016 through Jan. 31, 2017. It has been determined there are no opportunities to acquire green products or services for this procurement. The EIB Flow Cytometry Facility provides basic research support to members of the EIB as well as to investigators throughout CCR, NCI. Support is provided using multiple instruments manufactured by BD Biosciences. Support is provided five (5) days per week to approximately seventy-five (75) users. Each instrument supports multiple experiments each day, and each instrument if fully utilized. Contractor shall perform maintenance services, including two (2) preventative maintenance inspections, telephone support, and emergency on-site service requests on the Government-owned existing flow cytometry instrumentation (FACSAria II, Serial Number P69500128; and LSRFortessa, Serial Number H64779500002), and all associated accessories including lasers; which includes software upgrades as applicable during the contract period. The maintenance, including upgrades, shall be performed by technically qualified factory trained personnel. This equipment is manufactured by BD Biosciences. Due to the instrumentation being highly specialized; the maintenance and software upgrade work needs to be performed by manufacturer trained personnel. In addition, the software to control the instrumentation is only provided by the manufacturer. BD Biosciences is the only known source capable of providing the required maintenance services for the existing flow cytometry instrumentation (LSRFortessa, Serial Number H64779500002; and FACSAria II, Serial Number P69500128), and all associated accessories including lasers. This notice is not a request for competitive quotation. However, if any interested party, especially small businesses, believes it can meet the above requirement, it may submit a capability statement, proposal, or quotation, which shall be considered by the agency. The statement of capabilities and any other information furnished must be in writing and must contain material in sufficient detail to allow NCI to determine if the party can perform the requirement. Responses must be received in the contracting office by 11:00AM EST, on November 20, 2015. All responses and questions must be in writing and faxed (240) 276-5401 or emailed to Kathy Elliott, Contract Specialist via electronic mail at Elliottk@mail.nih.gov. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. No collect calls will be accepted. In order to receive an award, Contractors must be registered and have valid, current Entity Record, including current Representations and Certifications, in the System for Award Management (SAM) through SAM.gov.
