Current MCWL PWS MCWL SOURCES SOUGHT SOURCES SOUGHT ANNOUNCEMENT M00264-16-SSA-0301 The Regional Contracting Office - National Capital Regional (RCO-NCR), Marine Corps Base, Quantico, VA is seeking Small Business 8(a) sources to provide a full range of engineering, analytical, technical, and business services for the Marine Corps Warfighting Laboratory (MCWL). CONTRACTING OFFICE ADDRESS: INTRODUCTION: This is a SOURCES SOUGHT TECHNICAL DESCRIPTION to conduct market research and determine the availability and technical capability of Small Business 8(a) companies to provide the required services. Headquarters Marine Corps is seeking information for potential Small Business 8(a) sources to provide a full range of engineering, analytical, technical, and business services for the Marine Corps Warfighting Laboratory (MCWL). DISCLAIMER: THIS SOURCES SOUGHT IS FOR INFORMATIONAL PURPOSES ONLY. THIS IS NOT A REQUEST FOR PROPOSAL. IT DOES NOT CONSTITUTE A SOLICITATION AND SHALL NOT BE CONSTRUED AS A COMMITMENT BY THE GOVERNMENT. RESPONSES IN ANY FORM ARE NOT OFFERS AND THE GOVERNMENT IS UNDER NO OBLIGATION TO AWARD A CONTRACT AS A RESULT OF THIS ANNOUNCEMENT. NO FUNDS ARE AVAILABLE TO PAY FOR PREPARATION OF RESPONSES TO THIS ANNOUNCEMENT. ANY INFORMATION SUBMITTED BY RESPONDENTS TO THIS TECHNICAL DESCRIPTION IS STRICTLY VOLUNTARY. CONTRACT/PROGRAM BACKGROUND: Contract Number: M00264-12-C-0014 Contract Type: Hybrid Firm Fixed Price (FFP) and Labor Hours (LH) *(Please note the new contract if awarded will not include Labor Hours CLINs.) Incumbent and their size: Gentech Partners Joint Venture, Small Business Method of previous acquisition: Set Aside 100% Small Business 8(a) competitive. REQUIRED CAPABILITIES: MCWL is engaged in a broad based program of experimentation pursuing 21st Century concepts for warfighting in the littoral battlespace. MCWL experiments with warfighting Tactics, Techniques, and Procedures (TTPs) and supporting technologies in fulfillment of a MCWL Campaign Plan (MCP) comprised of many phases. Each phase may terminate with a major, force-on-force Advanced Warfighting Experiment (AWE), which is typically preceded by several Limited Objective Experiments (LOEs) and Limited Technical Assessments (LTAs). MCWL requires contractor support in the planning, execution, analysis and evaluation of these experiments. It also provides support in the identification, monitoring, development and evaluation of technologies to enhance current and future warfighting capabilities whether or not they are associated with these experiments. Support is primarily focused on the following MCWL Divisions; Operations, Science and Technology (S&T), Technology, Experiment, and Counter-Improvised Explosive Device. Requirements/Specifications: (Skelton of the Performance Work Statement (PWS) Specific elements and characteristics are requested on your firm's plan and approach to meeting each of the Division's requirements (see below and the attached draft PWS. *(Please note the PWS is currently under revision and will reflect any changes to the requirement. The PWS attached is from the current contract and is included only for the purposes of this Sources Sought Announcement) #1: OPERATIONS DIVISION (29% Effort): Scope The contractor shall provide project management, engineering, analytical and administrative support to the Operations Division. #2: SCIENCE & TECHNOLOGY (S&T) PLANS DIVISION (5% Effort): Scope. The contractor shall provide engineering and analytical support to the S&T Plans Division. #3: TECHNOLOGY DIVISION (24% Effort): Scope. The contractor shall provide project management, engineering, analytical and administrative support to the Technology Division. #4: EXPERIMENT DIVISION (40% Effort): 5.5.1. Scope. 5.5.1.1. The contractor shall provide project management, engineering, and analytical, services, and administrative support to the Experiment Division (EX Div). 5.5.9.2. A current Single Scope Background Investigation (SSBI) with TS eligibility access is required. Access to Sensitive Compartmented Information (SCI) level information may be required in the future. 5.6. COUNTER-IMPROVISED EXPLOSIVE DEVICE (CIED) DIVISION (2% Effort): 5.6.1. Scope. 5.6.1.1. The contractor shall provide project management, engineering and analytical support to the CIED Division. A SSBI with TS/SCI access is required. Place of Performance: Quantico, VA CONUS and OCONUS DOD sites. Period of Performance: The Government anticipates that this requirement will be awarded with the following period of performance: Nov 2016 - Oct 2021: base year and four (4) one (1) year option periods. SPECIAL REQUIREMENTS N/A SOURCES SOUGHT: M00264-16-SSA-0301 This Sources Sought Announcement is for planning purposes only and does not constitute an Invitation for Bids, a Request for Proposal, a Solicitation, a Request for Quote, or an indication the Government will contract for the items contained in this Sources Sought Announcement. The Government will not reimburse respondents for any cost(s) associated with submission of the information being requested. The purpose of this Sources Sought Announcement is to receive feedback from industry to support market research. The anticipated North American Industry Classification System Code (NAICS) for this requirement is 541990, All Other Professional, Scientific and Technical Services, with the corresponding size standard of $15,000,000.00. This Sources Sought Synopsis is requesting responses to the following criteria from Small Businesses with current 8(a) status that can provide the required services under the NAICS Code. To assist RCO-NCR in making a determination regarding the level of participation by Small Business 8(a) in any subsequent procurement that may result from this Sources Sought, you are also encouraged to provide information regarding your plans to use joint venturing (JV) or partnering to meet each of the requirements areas contained herein. This includes responses from qualified and capable Large Businesses, Small Businesses, Small Disadvantaged Businesses, Service Disabled-Veteran Owned Small Businesses, Women-owned Small Businesses, HUBZone Small Businesses, and 8(a) companies. You should provide information on how you would envision your company's areas of expertise and those of any proposed JV/partner would be combined to meet the specific requirements contained in this announcement. In order to make a determination for a Small Business 8(a) set-aside, two or more qualified and capable small businesses must submit responses that demonstrate their qualifications. Responses must demonstrate the company's ability to perform in accordance with the Limitations on Subcontracting clause (FAR 52.219-14). SUBMISSION DETAILS: Responses must include: 1) Business name and address; 2) Name of company representative and their business title; 3) Type of Business; 4) Cage Code; 5) Contract vehicles that would be available to the Government for the procurement of the product and service, to include ENCORE II, General Service Administration (GSA), GSA MOBIS, NIH, NASA SEWP, Federal Supply Schedules (FSS), or any other Government Agency contract vehicle. (This information is for market research only and does not preclude your company from responding to this notice.) 6) Summary of your transition plan, including an estimated timeframe required for transition. 7) The Contracting Officer seeks information from industry as to whether a capability exists as a commercial or non-commercial available service 8) Information regarding your plans to use joint venturing (JV) or partnering to meet each of the requirements areas contained herein. This includes responses from qualified and capable Large Businesses, Small Businesses, Small Disadvantaged Businesses, Service Disabled-Veteran Owned Small Businesses, Women-owned Small Businesses, HUBZone Small Businesses, and 8(a) companies. Interested vendors should submit a brief capabilities statement package (no more than ten (10) pages) demonstrating ability to perform the services listed in this Technical Description. Documentation should be in bullet format and submitted using Microsoft Word for Office 2003-compatible formatted size 12 Times New Roman fonts. Proprietary information and trade secrets, if any, must be clearly marked on all materials. All information received that is marked Proprietary will be handled accordingly. Please be advised that all submissions become Government property and will not be returned. All government and contractor personal reviewing Sources Sought Notices responses will have signed non-disclosure agreements and understand their responsibility for proper use and protection from unauthorized disclosure of proprietary information as described 41 USC 423. The Government shall not be held liable for any damages incurred if proprietary information is not properly identified.
