Description
Sources Sought US Army Tank-Automotive Research, Development and Engineering Center (TARDEC) is issuing this sources sought synopsis as a means of conducting market research for a potential follow on procurement for research and development engineering services for various military and commercial propulsion and vetronics systems and components. These services include further development of an efficient variable speed fan drive, advisory services regarding the TARDEC Ground Vehicle Power & Energy Laboratory (GSPEL) and its Calorimeter and Air Filtration labs, and further development of propulsion technologies for testing, evaluation and development on virtual vehicle platforms. These services also include further development of electronic control systems, customized for a given vehicle based on electrical power generation, power loads, and power distribution. Each of these services have been developed under a previous contract with Southwest Research Institute (SwRI). SwRI is the only known qualified source as they have amassed a substantial unique knowledge base of Army-specific propulsion systems, vetronic and electronic control systems, and program specific software developed under previous work directives. Follow on work is planned for refinement of the design of a previously developed efficient variable speed fan drive technology as well as leveraging new high voltage battery testing methodology previously developed. This follow on effort will also include establishing qualification parameters and qualification testing of the air filtration laboratory within TARDEC's GSPEL for which SwRI had created specifications based on their own air filtration laboratory. Instructions to Potential Respondents: Companies that desire to participate in this sources sought are encouraged to submit a response which supports the company's claim that it presently has the technology, qualifications, experience, and capabilities to satisfy these requirements. The response should discuss the company's ability to adapt and/or provide existing technologies that have the required capabilities. Specifically, any interested companies are requested to provide the following information: 1) Name of Company 2) Business CAGE code 3) Point of contact and phone number 4) Size of Business according to North American Industry Classification System (NAICS) Code 541712. 5) Other suggested NAICS codes for this program and your size classification based on these codes. 6) Company certifications (e.g. ISO-9001, ASI-9100, CMMI) 7) A brief summary of your company's experience and past performance within the past 3 years as it relates to this requirement. Each company experience (Government or commercial) should include (a) name of the project, (b) a brief description of the project, (c) the relevance of the contract/project to the requirements in this notice. The Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1. All responsible sources may submit a capability statement which will be considered by the agency. The capability statement shall be emailed to andrew.g.pomorski.civ@mail.mil. Responses to this notice must be received no later than 1:00 p.m., local time, Warren, MI, November 24, 2015.
