- RFQ-RT-16-00002 THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN FEDERAL ACQUISITION REGULATION (FAR) SUBPART 12.6 "SOLICITATION FOR COMMERCIAL ITEMS", AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION. QUOTATIONS ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. This solicitation number is RFQ-RT-16-00002 and the solicitation is being issued as a 100% small business set aside Request for Quotation (RFQ) using FAR Part 12 Commercial Items and FAR Part 13 Simplified Acquisition Procedures. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 05-77. The Environmental Protection Agency (EPA) anticipates that a purchase order will be awarded as a firm-fixed price purchase order using far FAR Part 13 Simplified Acquisition Procedures. The associated North Industry Classification System (NAICS) is 811310 and the size Standard is $7.0M. This procurement is for the acquisition of services to provide hardware and software maintenance and service plan for the following equipment: Thermo Scientific LC/MS Equipment and Subcomponents Material Description Serial Number MSQ-PLUS- 4000 MSQ Plus Mass Spectrometer MSQ20665 60057-60010 Pump, UHP, ACCELA 83281 60057-60020 AUTOSAMPLER, UHP, ACCELA 82498 60057-60040 ACCELA PDA DETECTOR 81333 Thermo Scientific LC/MS/MS Equipment and Subcomponents Material Description Serial Number TSQ-30001 The TSQ Quantum ULTRA Accurate Mass (AM) TQU01043 SRVYR- MPMPP Finnigan Surveyor MS Pump Plus 80117 SRVYR-ASP Finnigan Surveyor Autosampler Plus 80366 SRVYR-PDA5P Finnigan Surveyor PDA Plus 80080 Thermo Scientific GC/MS Equipment and Subcomponents Material Description Serial Number 120150-T115L DSQ II Mass Spectrometer, TRACE GC, 250-L/sec turbo MS100157 25117462 AS3000 AUTOSAMPLER 20050150 The Contractor shall provide: ¿Service and maintenance for all instruments listed above that enables the instrument to operate and perform according to manufacturer ¿s specifications; ¿Service by highly trained engineers who are certified by the instrument manufacturer to have the expertise necessary to maintain the system; ¿Priority status for technical support inquiries must be available; ¿Parts, labor, and travel for remedial repairs at no additional charge; ¿One preventative maintenance visit per year by a certified engineer; ¿Factory certified replacement parts; ¿Unlimited number of demand on-site service visits with maximum 72 hours response time; ¿Telephone and e-mail access to instrument technical support personnel and software technical support personnel; ¿Maintenance documentation by the service engineer; ¿Computer software technical support for operations of these instruments. The following FAR clauses apply to this acquisition: 52.212 4, Contract Terms and Conditions-Commercial Items. The following additional FAR clauses which are cited in clauses 52.212 5 are applicable to the acquisition: 52.219-6 Notice of Total Small Business Set-Aside; 52.219-28, Post Award Small Business Program Representation; 52.222-3 Convict Labor; 52.222-41; 52.222-50 Combating Trafficking in Persons; 52.232 33, Payment by Electronic Fund Transfer- System for Award Management. Evaluation Criteria: A. Technical Capability: Demonstrated technical ability to perform the maintenance and software to include adequacy of personnel with the technical skills required to maintain these types of laboratory instruments and pursuant to manufacturer ¿s specifications, including computer software technical support for operation of the instruments. B. Past Performance: Contractor shall provide three past performance references for work similar to this effort. For each reference identified, include a brief synopsis which includes the date the work was performed, the client for whom the work was performed (include client ¿s name, telephone number, and e-mail), and a description of the system service. C. Price: Contractor shall provide a firm-fixed-price. Price will be evaluated inclusive of options. The government reserves the right to require additional pricing information if necessary to determine that the proposed price is reasonable. D. Basis for Award: Lowest Price Technically Acceptable. All technical questions are to be forwarded through the FedConnect website, under RFQ-RT-16-00002. Questions are due November 3, 2015 by Close of Business (COB). ALL FURTHER INFORMATION RELATED TO THIS SOLICITATION WILL BE LOCATED AT THE FEDCONNECT WEBSITE. Please submit copies of the technical and price proposal to U.S. Environmental Protection Agency, RTP Procurement Operations Division, through the FedConnect website, under RFQ-RT-16-00002. The offeror shall also propose for an Optional year. Additionally, please complete FAR 52.222-51, Exemption from Application of the Service Contract Labor Standards to Contracts for Maintenance, Calibration, or Repair of Certain Equipment-Requirements, and submit a copy of with your quotation. All offers are due by November 10, 2015 at 12:00 p.m. (noon), EST. No telephonic or faxed requests will be honored. E-mail proposals are not acceptable.
