- The U.S. Environmental Protection Agency (EPA) will be soliciting for professional architect and engineering services to support remedial planning and oversight activities for hard rock mine sites in region 9 which includes California, Nevada, Arizona, Hawaii, Guam, American Samoa, the Territories in the Pacific and Tribal Land for mine site projects. The requirement may also include EPA Regions 5, 6, 8, and 10. This requirement is specifically designed to provide support services to EPA at hard rock mine sites; however, work at other, non-mining, sites may be tasked if mine-related expertise and/or background is required. The services will include performance of site management; remedial investigation and feasibility studies; engineering services to design remedial actions; construction management for non-time critical removal actions, including issuing and managing subcontracts for construction of the selected remedy and engineering services in overseeing construction; engineering evaluation and cost analysis for non-time critical removal actions; enforcement support, including oversight of remedial investigations/feasibility studies, remedial design, remedial action, removal action, and negotiation support; and other technical assistance, including cleanup-clean air initiative, community involvement, sampling and analysis support, risk assessment, ecological restoration, five-year reviews, long-term response actions and pre-design investigations. Services may include technical and management services supporting EPA's coordination and oversight of remedial activities where they are performed by a State, the U.S. Army Corps of Engineers (USACE), third party or responsible parties identified in enforcement actions. Services would also support activities under the Brownfields Initiative. The contract will be fixed rate, Indefinite Delivery/ Indefinite Quantity (IDIQ) award term contract with a base period and multiple award term periods, for a potential total period of ten (10) years. Work will be issued by task orders. The total estimated value for the proposed contract, including award terms, will be included with the request for SF 330s to be posted. The anticipated date to post the request for 330s is about two weeks from the date of this notice. The contract will be awarded in accordance with the FAR Part 36 Brooks Act procurement procedures. No questions will be accepted at this time, however there will be a Q&A period once the request for SF330s is posted. The anticipated date for receipts of proposals is January 22, 2016.
