- The Department of Veteran's Affairs (VA) Million Veteran Program (MVP) is conducting a Sources Sought/Request for Information to determine any interest and capability of potential sources for the requirements described below. MVP is a national, voluntary research program funded by the VA's Office of Research and Development. The goal of MVP is to partner with Veterans receiving care in the VA Healthcare System to study how genes affect health. To do this, MVP is building one of the world's largest medical databases by safely and securely collecting blood samples and health information from one million Veteran volunteers. Data collected through MVP will be stored and coded for use in research on diseases like diabetes, cancer, and military-related illnesses, such as post-traumatic stress disorder. VA requests that interested parties review the VA MVP website at http://www.research.va.gov/MVP/ MVP is looking for information on commercial-off-the shelf (COTS) product(s) which is/are Application Program Interface (API) capable, utilizes a services-oriented architecture platform, and provides or can interface with an application that provides the following: "Secure Identity Management and Authorization utilizing existing industry best practices to provide identity management services in conjunction with VA, DOD, or MVP identity management services "Secure Identity Management and Authorization utilizing existing industry best practices to identify potential candidates for the MVP "Secure bidirectional communication between MVP and participants and/or candidates across multiple modes of communication (e.g. physical mail, email, text, mobile application, desktop application, interactive voice response) either natively or presents a platform that allows modular integration with other applications. Maintain a library of content to enable easily customizable messages. "Support workflow requirements of MVP staff, MVP participants, and MVP candidates "Support most or all of the following and provide modular integration with other applications as needed to capture participant generated data including MVP study surveys, demographic information, communication preferences, data from wearable, mobile, or "internet of things" sensors, bio-specimen identification and location, ambulatory or home medical devices or tests. "Maintain a single cohesive record of all candidate and participant activities and significant milestones "Provide data and services to support subsequent operational and research activities of the MVP using industry standard methods. "Secure data encryption of VA sensitive information when, stored, transported, or transmitted using VA-approved encryption tools that are, at a minimum, FIPS 140-2 validated. Comply with VA technical and Security requirements for "on-premises" installation ( e.g. all documentation required to satisfy VA compliance requirements, 508 compliance) and work with MVP staff to make reasonable adjustments to the system as needed to facilitate VA compliance requirements or adjustments to system workflows to adhere with best intra-VA practices. As part of market research activities, the MVP is looking for a two page brief that describes: "How these requirements can be addressed from a source's solution "As part of market research, the capability to 'test drive' a source's solution "The willingness of a source to participate in a pilot "The general pricing structure for a source's solution This notice is for information and planning purposes only.
