- Purpose: The purpose of this Request for Information (RFI) is for market research purposes. This RFI is for information and planning purposes only and should not be construed as a solicitation or as an obligation on the part of the Government to provide support for any ideas identified in response to it. Please note that the United States Government will not pay for the preparation of any information submitted or for its use of that information. Responses will be compiled and shared internally with the Department of Veterans Affairs (VA). Responses: All interested parties under NAICS Codes 541611, Administrative Management and General Management Consulting Services, 561920, Convention and Trade Show Organizers, and 611430, Professional and Management Development Training are invited to respond. All responses must be submitted to caitlin.palmer@va.gov and tara.flores@va.gov by 1:00 EDT, November 12, 2015. Please limit responses to 5 pages using font no smaller than 10. Responders will receive an electronic confirmation acknowledging receipt of a response, but will not receive individualized feedback on any submissions. No basis for claims against the U.S. Government shall arise as a result of a response to this RFI or from the Government's use of such information. Please review the attached Draft version of the Performance Work Statement (PWS). Based on the requirements contained within the PWS, please provide responses to the following questions: 1.Name of Company, Address and DUNS Number; 2.Point of Contact and Phone Number; 3.Business Size (Large, Small, SDVOSB/VOSB, etc.) NAICS code(s) are 541611, 561920, and 611430. 4.If your company is a small business, confirm whether your company has the capability to satisfy the Federal Acquisition Regulation's (FAR) Limitations on Subcontracting (see FAR clause 52.219-14) should you be awarded this contract. Specifically, confirm whether your company has the capacity to successfully perform at least 50% of the contract requirements with its own employees. PERFORMANCE WORK STATEMENT (PWS) DEPARTMENT OF VETERANS AFFAIRS (VA) Enterprise Program Management Office Office of Policy and Planning Performance Work Statement For VA- wide Lean Symposium? BACKGROUND The purpose of this requirement is to support the execution of a VA- wide Lean Symposium as part of the Secretary's vision to create a culture of continuous improvement as a means of enhancing VA's service to Veterans by improving access to care, and addressing the Office of Inspector General's (OIG) findings regarding VA's scheduling/ wait time practices and providing Veterans with the highest quality care. This conference will bring together employees from across the department to educate them on lean tools and practices and foster collaboration and best practice sharing to support VA-wide adoption of lean. SCOPE OF WORK This symposium will set the tone for Lean transformation within the organization, culminating in improved Veteran-facing, employee-facing, and organization-facing benefits and outcomes. The contractor shall provide the following: 1.Provide four instructors/facilitators for targeted breakout sessions and panel discussions 2.Provide two keynote speakers (other than opening with Secretary McDonald) 3.Provide just in time training (customized to meet VA's needs) 4.Provide 6 staff onsite day of event for logistics, direction attendees, food, assist presenters, coordinate A/V and IT services needed. Administrative and logistical support include; "Registration for all of the attendees "Name tags "Room reservations and signs "Faculty to present on various topics i.Preparation ii.Xerox Materials (limited to black and white copies and to 3,000 pages) "Place food order for: i.Breakfast ii.Lunch iii.Snacks/Soft drinks "Coordinate day of activities i.Food ii.Attendee flow iii.Faulty and speaker room assignments 5.IT Services - 2 IT people available to assist presenters, speakers or participants with connectivity during the 2.5 days of the conference 6.CME Credit processing and certificates for training provided 7.Facilities: "Large Auditorium (capacity of 275) "Large Conference room (capacity of 200-300 depending setup style) "6 classrooms for breakout sessions (capacity 80 each) 8.Provide parking for attendees 9.A/V needs : "Projectors "Screens "Microphones "Cables "Set-up in each room This symposium will set the tone for Lean transformation within the organization, culminating in improved Veteran-facing, employee-facing, and organization-facing benefits and outcomes. This undertaking will be the largest implementation of Lean adoption in both private and public sector. It is prudent to implement this transformational change strategically. In order for VA to be successful, this symposium must be executed with quality, caliber, and specialization in Lean Healthcare Management and Business transformation. EXPERTISE AND EXPERIENCE: "Expertise with lean healthcare - through applying Lean principles and tools to address challenges in the healthcare industry. "Experience in business/organization transformation- through strategic planning, re-engineering, risk management, organizational change management, supply chain management, organizational development and measuring processes towards strategic objectives. "People Transformation -- leadership development through executive coaching, team development and customer service. "Experience with hosting lean conferences. "Academic Affiliation with VA Medical Centers. OTHER FACTS: The vendor must have the Accreditation Council for Continuing Medical Education (ACCME) to administer and process the Continuing Medical Education (CME) credit. The number of attendees for the VA Lean Symposium is 250 attendees. PERFORMANCE PERIOD Symposium will be held in March 2016 for 2.5 days. TYPE OF CONTRACT VA intends to award a Firm Fixed Price (FFP) contract.
