- BDO PAYROLLING SERVICES FOR ESR CREW This is a combined Synopsis/Solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Firm, fixed-price quotes are requested under Request for Quotation (RFQ) Solicitation number L16PS0027. This document incorporates provisions and clauses which are in effect through Federal Acquisition Circular (FAC) 2005-84. This solicitation is set-aside for small business under North American Industry Classification System (NAICS) code 541214. The Small Business Annual Receipts for the firm and its Affiliates, for the preceding three (3) fiscal years does not exceed $20.7 million. This solicitation is "All or None" Estimated Period of Performance: 11/16/2015 1 01/09/2016 Usage Tax: Quotes must include all Federal, State usage, and local taxes. Service Contract Act Wage Determination No. 2015-2159 Revision No.: 17 Date of Revision: 07/08/2015 Payrolling Services for ESR Equipment Operators Assistance for up to 60 hours per week. Approximate term: 2 months. Not to exceed 420 hours per position, but may be less than that if the project is completed early. The BLM has 4 candidates identified that are qualified for the positions. The payrolling company would be responsible to sign-up and process the candidates within their system. The government will be responsible for processing the security clearance for the candidates. Line 0010 $_______________ contract hourly rate Payrolling Company providing Insurance ____ yes ____ no Statement of Work MAJOR DUTIES: Personnel will safely operate and maintain dozers up to a D-6 capacity, 4 wheel drive wheeled tractors, standard rangeland drills from a one to three cart configuration, UTV ¿s, support vehicles such as one-ton stake bed and 2-ton truck. Operation of these machines and vehicles occurs in off-road wildland settings under all type of weather and ground conditions. Personnel will need current ATV/UTV operating certification, with the experience and ability to safely operate an ATV/UTV, including loading, unloading and operation. INVOICING Invoicing shall be submitted monthly in arrears per the Internet Payment Platform clause. CONTRACTOR PERSONNEL SECURITY AND SUITABILITY REQUIREMENTS Performance of this contract requires contractor personnel to have a successfully adjudicated background investigation (BI), a secret security clearance, and a Federal government-issued personal identification card before being allowed unsupervised access to a DOl facility and/or information system. The Contracting Officer's Representative (COR) will be the sponsoring official, and will initiate the process for personal identity verification, BI, security clearance, and card issuance. At least two weeks before start of contract performance, the Contractor will identify all contractor and subcontractor personnel who will require physical and/or logical access for performance of work under this contract. The Contractor must make their personnel available at the place and time specified by the COR in order to initiate screening. The following forms, or their equivalent, will be used to initiate the credentialing process: OPM Standard Form 86 OF 306 Fingerprinting (done electronically) (local procedures may require the fingerprinting to done at a police station; in this case, any charges are to be borne by the contractor) PIV Form Contractor employees are required to give, and to authorize others to give, full, frank, and truthful answers to relevant and material questions needed to reach a suitability determination. Refusal or failure to furnish or authorize provision of information may constitute grounds for an unfavorable security and suitability decision and denial or revocation of credentials. Government personnel may contact the contractor personnel being screened or investigated in person, by telephone or in writing, and the Contractor agrees to make them available for such contact. Alternatively, if an individual has already been credentialed by another agency through OPM, and that credential has not yet expired, further investigation may not be necessary. During performance of the contract, the Contractor will keep the COR apprised of changes in personnel to ensure that performance is not delayed by compliance with credentialing processes. Cards that have been lost, damaged, or stolen must be reported to the COR and Issuing Office within 24 hours. Replacement will be at the contractor's expense. If reissuance of expired credentials is needed, it will be coordinated through the COR. At the end of contract performance, or when a contractor employee is no longer working under this contract, the Contractor will ensure that all identification cards are returned to the COR. These requirements must be incorporated into any subcontracts that require subcontractor personnel to have regular and routine unsupervised access to a federally controlled facility for more than 180 calendar days or any unsupervised access to a federally controlled Level 3 or 4 information system. GOVERNMENT VEHICLE OPERATION If government vehicle is authorized for the occasional travel the following conditions will apply to the contract employee: Government Property Management and Use: The BLM assumes no liability for any actions or activities conducted under this contract except to the extent that recourse or remedies are provided by Congress under the Federal Tort Claims Act (28 USC 1346(b), 2401(b), 2671-2680, as amended by PL 89-506, Stat.306). Use of Government Vehicle: The required use of a government vehicle will require the BLM to provide Defensive Driving Training for any contract employee not yet certified with the BLM Defensive Driving Certificate. Either a current defensive driving certificate will be presented or the defensive driving training will be conducted and certified before the operation of any government vehicle. Use of Government Off-Highway Vehicle: The required use of a government off-highway vehicle will require the BLM to provide off-highway vehicle training for any contract employee not yet certified with the BLM off-highway vehicle training certificate. Either a current off-highway vehicle training certificate will be presented or the off-highway vehicle training will be conducted and certified before the operation of any government off-highway vehicle. Required Insurance: The Contractor or contract employee shall, at its own expense, procure and thereafter maintain Automobile Insurance. This insurance shall be required on the comprehensive form of policy and will provide bodily injury liability and property damage liability covering the operation of all vehicles, including government owned, used in connection with the performance of the contract. At least the minimum limits of $300,000 per person and $500,000 per occurrence for bodily injury and $300,000 per occurrence for property damage shall be required. The Government will provide the contract employee with access to a typical office environment furnished with a workstation, telephone, facsimile, copier, computer connected to the internet and local area network at the office listed above. The contract employee will also be furnished with a Government ID/Facility Access Card. (OCT 2014) (a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: - PAST PERFORMANCE: Offeror shall provide: Company/organization names, name of contact person and telephone number for at last three (3) contracts (non-military) performed within the last year of a similar product/magnitude. Past performance can be based on the Contracting Officer's knowledge, contractor provided references, and other reasonable sources. Past performance shall equal price. (b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s). (c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. ADMINISTRATIV CLAUSES 52.232-99PROVIDING ACCELERATED PAYMENT TO SMALL BUSINESSAUG 2012 SUBCONTRACTORS (DEVIATION) ELECTRONIC INVOICING AND PAYMENT REQUIREMENTS - INVOICE PROCESSING PLATFORM (IPP) (SEPTEMBER 2011) Payment requests must be submitted electronically through the U.S. Department of the Treasury's Internet Payment Platform System (IPP). "Payment request" means any request for contract financing payment or invoice payment by the Contractor. To constitute a proper invoice, the payment request must comply with the requirements identified in the applicable Prompt Payment clause included in the contract, or the clause 52.212-4 Contract Terms and Conditions- Commercial Items included in commercial item contracts. The IPP website address is: https://www.ipp.gov. Under this contract, the following documents are required to be submitted as an attachment to the IPP invoice: (a)Copy of Company Generated Invoice. The Contractor must use the IPP website to register, access and use IPP for submitting requests for payment. The Contractor Government Business Point of Contact (as listed in CCR) will receive enrollment instructions via email from the Federal Reserve Bank of Boston (FRBB) within 3 - 5 business days of the contract award date. Contractor assistance with enrollment can be obtained by contacting the IPP Production Helpdesk via email ippgroup@bos.frb.org or phone (866) 973-3131. If the Contractor is unable to comply with the requirement to use IPP for submitting invoices for payment, the Contractor must submit a waiver request in writing to the Contracting Officer with its proposal or quotation.
