Draft Performance Work Statement GTACSII THIS IS A REQUEST FOR INFORMATION (RFI)/SOURCES SOUGHT ONLY. This request is for planning purposes and is not to be considered an invitation for bid, request for quotation, or as an obligation on the part of the Government to acquire any products or services. No reimbursement will be made for any costs associated with providing information in response to this RFI or any follow up information request. 1.0 Background and Description: The United States (US) Army, Program Executive Office Command, Control and Communications- Tactical (PEO C3T) and Project Manager Warfighter Information Network- Tactical (PM WIN-T) is conducting a market survey to identify potential sources for the Global Tactical Advanced Communications Systems II (GTACSII) and Services effort. The Industry responses to this RFI will assist the Government in the Acquisition Strategy determination and planning. This procurement will provide hardware, software, services and data in support of the PEO C3T Mission which is to develop or procure hardware and software that can be integrated, tested, fielded and supported as networked battle command solutions that enhance Warfighter effectiveness. C3T systems include all programs, projects, and products managed within PEO C3T, its Project Managers (PMs), Product Managers (PdMs) and Product Directors (PDs). This contract vehicle may be used by other agencies and organizations in support of their relational missions in coordination with the GTACS Program Office. Because of the rapidly changing nature of communications technology the C3T systems hardware includes, but is not limited to: products, systems, and subsystems (examples such as: Non-Secure Internet Protocol Router (NIPR), Secure Internet Protocol Router (SIPR), Joint Worldwide Intelligence Communications System (JWICS), Centcom Regional Intelligence Exchange System (CENTRIX), Commercial and Net Equipment, Tactical Communications Platforms, Mobile Broadband Global Area Network Access Capabilities (MBAC), Satellite Communications (SATCOM) Terminals (Large, Very Small Aperture Terminal (VSAT), Hand Held), Highly Mobile Communications, Very High Frequency (VHF), Ultra High Frequency (UHF), Ku-band, Ka-band, C-band, X-band, L-band, Land and Mobile Radio (LMR) and Mobile satellite services ( e.g., Satellite Phones, Secure Personal Digital Assistants (PDAs), Cell Service Development). Services may include: systems engineering; hardware and software engineering; development; maintenance; software development, sustainment and support; program management and analysis; business functions; logistics; supply chain management; technical field assistance; product and subsystem integration, test and evaluation; modeling and simulation; information operations/assurance support; fielding and training; facilities management; administrative support, Help Desks, In-house Engineering Support and On-site Engineering Support. The effort is anticipated to be a ten (10) year, Multiple Award, Indefinite Delivery Indefinite Quantity (IDIQ) type contract with an estimated dollar value of $6 Billion. The Government expects to define specific requirements in individual Request for Task Execution Plans (RTEPs) and corresponding delivery/task orders on a Cost Plus Fixed Fee (CPFF), Cost Reimbursable and Firm Fixed Price (FFP) basis. 1. The PRIMARY assigned North American Industry Classification Systems (NAICS) code for this potential requirement is 334220, industry title, "Radio and Television Broadcasting and Wireless Communications Equipment Manufacturing," with the corresponding small business size standard of 750 employees. Both large and small businesses are encouraged to respond. There will be services requirements and the following NAICS are applicable in those areas, 517110, 515111, 517210, 517410 and 541712. For more information please refer to http://www.sba.gov/content/table-small-business-size-standards. 2.0 Requested Information In response to this sources sought please provide: a. Name of your company, point of contact, phone number, email address, DUNS number, CAGE code, a statement regarding your company size status based on the assigned primary NAICS and corresponding small business size standards. If you are a small business, also provide the applicable socio-economic categories, such as Small Disadvantaged Business (SDB), 8(a) Small Business, Historically Underutilized Business Zone (HUBZone), Service Disabled Veteran Owned Small Business (SDVOSB) and/or Women Owned Small Business (WOSB), etc. b. Identify whether your company is interested in competing for this requirement as a prime contractor. Identify the types of effort (supplies/services) you will be performing in-house. Identify any potential subcontracting, joint ventures or teaming arrangements that will be pursued. If you are planning on teaming with other companies, identify the potential supplies/services that you anticipate to subcontract. c. Identify whether your company is interested in subcontracting only for this requirement. Provide the highlights of your technical capabilities and a statement to allow the Government to share your company's name and information to Industry partners that are seeking teammates. d. Does your company have a DCAA approved accounting system? e. Does your company have SECRET/TOP SECRET cleared personnel, facility or access to facilities should it be required? f. Describe any experience operating in hostile, contingency or combat environment in support of military operations worldwide. Provide specific examples as applicable. g. If your company is awarded a contract, will you be able to perform at least 50% of the work required in house? Does your company possess the capability to independently provide the entire range or hardware and services called for in the draft Performance Work Statement? h. Is your company currently providing similar effort/services to another government agency (you may also include contract #s for government) or other non-government customer? If so, please identify the agency or non-government customer and provide a brief description of your direct support for the effort. If you are unwilling to share your customer's identity, please address whether your company offers the same or similar supplies/services commercially. i. If you are a small business, can you go without a payment for 90 days? j. Identify how the Army can best structure these contract requirements to facilitate competition by and among small business concerns. k. Provide information in sufficient detail regarding previous experience (indicate whether you performed as a prime contractor or subcontractor) on similar requirements (include size, scope, complexity, timeframe, government or commercial), pertinent certifications, etc., that will facilitate making a capability determination. What hardware and/or services called for in the attached draft Performance Work Statement can your company provide? Please provide specific examples. l. Please provide positive or negative feedback regarding the attached draft Performance Work Statement, such as recommended changes, noted exceptions, ambiguities, etc. m. Do you believe your firm would benefit by attending a pre-proposal conference, hosted at Aberdeen Proving Grounds, Maryland with attendance by the program technical representative and Army Contracting personnel? If so- when is the optimal timing of a pre-proposal conference? (pre-solicitation/post solicitation) 3.0 Responses Formal communications related to this acquisition shall be submitted by email to Megan Ridner, Contract Specialist, at megan.a.ridner.civ@mail.mil. No telephone requests will be accepted. The deadline for a response to this notice is fifteen (15) days from the date of publication. No more than 10 pages in length. Interested parties shall not contract any other Government personnel other than the person identified above. All submissions must be received no later than 23 November 2015 5pm EST. All proprietary and restricted information shall be clearly marked. Any documentation provided will not be returned. No Classified information shall be submitted in response to this special note. 4.0 Summary THIS IS A REQUEST FOR INFORMATION (RFI)/ SOURCES SOUGHT ONLY to assist the Government in the Acquisition Strategy determination and planning. The information provided in the RFI is subject to change and is not binding on the Government. The U.S. Army has not made a commitment to procure any of the items discussed, and release of this RFI should not be construed as such a commitment or as authorization to incur cost for which reimbursement would be required or sought. All submissions become Government property and will not be returned. If a Final Solicitation is released, it will be synopsized on the Federal Business Opportunities (FedBizOpps) website. It is the responsibility of the potential responder to monitor these sites for additional information pertaining to this requirement.
