Description
This is a SOURCES SOUGHT notice. The Government is seeking to identify qualified sources under North American Industry Classification System (NAICS) 541330 (Engineering Services). This synopsis is for market research purposes only and IS NOT A REQUEST FOR PROPOSAL (RFP) AND IS NOT A REQUEST FOR A STANDARD FORM 330 nor does it restrict the Government as to the ultimate acquisition approach. The Government will not reimburse respondents for any costs incurred in preparation of a response to this notice. The U.S. Army Corps of Engineers, Engineering and Support Center, Huntsville is seeking capability statements from Architect-Engineer (AE) firms interested in proposing on an Indefinite Delivery type service contract for a full spectrum of A-E services in support of the Utility Monitoring and Control Systems (UMCS), Army Metering Program (AMP) and Electronic Security System (ESS) programs. Any contracts awarded are being procured in accordance with the Brooks A-E Act as implemented in FAR Subpart 36.6 and Engineering Pamphlet (EP) 715-1-7. Firms will be selected for negotiations based on demonstrated competence and professional qualifications for the required work. UMCS A-E work primarily encompasses services to investigate, plan, design, and test UMCS; Building Automation Systems (BAS); Fire Alarm Systems (FAS); Fire Alarm and Fire Protection Systems; SCADA Systems; Heating, Ventilation and Air Conditioning (HVAC) Systems; Retro-Commissioning of UMCS/BAS and HVAC; telecommunications systems; alternative energy systems; other Automated Control Systems; and Other Electrical/Mechanical systems. The UMCS program supports the Army and other government agencies in the planning, design, procurement, installation, testing, and evaluation of utility monitoring and control systems. With respect to this requirement, the term "Utility Monitoring and Control System" or "UMCS" means an energy management system or building automation system that employs hardware and software to affect energy as well as manpower and equipment savings. Energy projects can include monitoring and controlling heating, ventilating, and air conditioning (HVAC) systems as well as lighting, water and electric utilities and central plant equipment and alternative energy sources. Manpower savings may be accomplished by remotely monitoring and controlling equipment, meters, or systems which would otherwise require periodic visual observation or additional personnel. The AMP program supports the Army and other government agencies in the development, design, procurement, and installation of meters and metering systems and the connection of those systems to a secure Meter Data Management System (MDMS). The ESS program supports the Army and other government agencies in the development, design, procurement, and installation of electronic security. ESS includes intrusion detection sensors; annunciation, display, and monitoring systems; electronic entry control systems; closed circuit television systems, including lighting; and data transmission systems to support all elements of electronic security systems. These services will assist with the development of designs, criteria and standards, master planning, master programming, feasibility studies, engineering reports, cost estimating, value engineering, commissioning and retro-commissioning, investigating site conditions, computer energy modeling, factory and site test participation, security engineering / cyber security project scoping and budgeting, studies, technical evaluations as well as A-E administrative services related to construction, installation, fielding, and commissioning of projects. The requested A-E services must be provided within the established schedule of each task. The services and products delivered must be of high quality, technically sound, accurate, thorough, and in full compliance with applicable authorities, standards, policies, regulations, procedures, and guidelines to maintain and execute the mission of the UMCS, AMP and ESS Centers of Expertise. This work will require the Contractor to have a current capability to respond to multiple requests for work at diverse locations, within the contiguous United States (CONUS) and outside the contiguous United States (OCONUS). The U.S. Army Corps of Engineers; Engineering and Support Center, Huntsville anticipates a multiple award Indefinite Quantity Architect- Engineer task order contract with a one (1) year base period with four (4) one year option periods. Shared capacity between the Multiple Award Task Order Contracts (MATOC) is estimated at $9.5M per year, not to exceed $47.5M over 5 years. The contractor shall complete all work and services under this contract within the period of time specified in task orders. The Government is performing market research in order to determine the firms that possess the capability to execute the requirements within this notice. Respondents need to indicate all small business designations (small business, 8(a), certified HUBZone, women-owned and/or Service Disabled Veteran Owned). Interested small and large business firms who meet the capability requirements identified in this notice are requested to reply to this announcement with a response to the Capability Statement questionnaire presented below. If no experience or capabilities are associated with a particular requirement, so indicate. Based upon small business responses received, consideration will be given to determining if the acquisition will be set-aside for small business competition. PROJECT REQUIREMENTS For UMCS, AMP and ESS projects addressed within this notice the contractor shall provide services required for investigation, planning, design, and testing of Utility Monitoring and Control Systems (UMCS); Fire Alarm Systems (FAS); Fire Protection Systems; Supervisory Control and Data Acquisition (SCADA) Systems; Heating, Ventilation and Air Conditioning (HVAC) Systems; telecommunications systems; alternative energy systems; Security Engineering and Other Electrical/Mechanical Design/Criteria Development, security systems (to include both ESS and Physical Security Systems), other Automated Control Systems and Miscellaneous Studies such as Value Engineering and retro-commissioning. This effort may include, but are not limited to, research, investigate and develop design criteria; investigating site conditions; investigating conditions of system inoperability and recommending solutions; master planning; preparing design packages and criteria documents; reviewing current criteria and designs; participating in factory tests, field tests, and engineering surveys; conducting state-of-the-art engineering analysis and other special studies; computer modeling; and providing other engineering functions as described in annexes and referenced documents to be added to this contract.
