- RFI PWS for Schultz Center O&M Support Sources Sought Notices (herein referred to as a Request for Information) are issued by the Department of State when performing market research to determine industry interest and capabilities. In addition, the Department of State is interested in the capabilities of small businesses that can perform the services. This is a Request for Information announcement only. This is not a solicitation or request for proposal and in no way commits the Government to award a contract. The Government does not intend to award a contract(s) based solely on the submission of this Request for Information nor does it intend to pay for any costs incurred in response to this announcement. The Department of State reserves the right to terminate this request and change its requirements if needed. Responding to this Request for Information does not guarantee participation in future Department activities. Background: The U.S. Department of State's (DoS) Office of Facilities Management Services (FMS) supports the Department's worldwide diplomatic missions by providing safe and comfortable work environments in domestic facilities through efficient facilities management practices that are consistent with federal property management policies and by promoting occupational health and safety, environmental sustainability, and resource conservation. Place of Performance: National Foreign Affairs Training Center (Schultz Center) 4000 Arlington Boulevard Arlington, VA 22204 Work Requirement The Contractor shall be responsible for the operation, maintenance, repair, preventive maintenance, installation and alterations of the building equipment and systems; fire suppression system to include; control valves, fire pumps, alarm valves, kitchen hood suppression system as well as quarterly and annual fire inspection reports, plumbing, mechanical, electrical, and building architectural systems; building custodial services, snow removal and reimbursable building alterations, in accordance with the specifications of the contract. The Contractor shall be expected to actively participate in third party management system certification programs pursued by the Department of State. Such programs may include US Green Building Council Leadership in Energy and Environmental Design for Existing Buildings Operations and Maintenance (LEED EB O&M), Green Globe, the Occupational Safety and Health Administration's Voluntary Protection Program (VPP) and the Environmental Protection Agency's Performance Track Program. The Contractor shall provide energy management and reduce the energy intensity (btu/square foot) from the FY15 baseline for gas and electricity by 2.5% per annum and the water intensity (gal/square foot) by 2% annually for the total campus. The Contractor shall be expected to conform to Department of State policy requirements defined in the Environmental Health and Safety Management Systems Program Manual, the Affirmative Procurement Plan and the Sustainable Building Memorandum of Understanding, and the Implementing Instructions for Executive Order 13693 and all Executive Orders to include those related to construction and demolition waste management at the current government level. The Contractor shall have a material and repair/replacement parts inventory in sufficient quantities to meet the daily needs of service calls. The Contractor shall be responsible for providing the appropriate administrative staffing to receive service calls from Department of State personnel, as well as record and monitor the performance of all service calls, including service calls that become maintenance repairs. The Contractor shall provide all management, supervision, labor, materials, parts, supplies, equipment, administrative services and subcontract services (except as specifically designated as provided by the Department of State); and shall plan, schedule, coordinate and assure effective and economical completion of all services and deliverables required herein. The Contractor shall provide license agreements, system programing updates and support and train government staff and supporting contractors for the IBM Maximo Asset Management; enterprise asset management software for NAFTC. The Contractor shall not perform maintenance to the security systems; elevators; fire alarm system, and portable fire extinguishers; occupant data and telephone equipment or systems; occupant copier and/or fax machines and computer related equipment. The contractor shall monitor and maintain (approximately 50) electric, gas, domestic water, and heating and cooling water sub meters on the existing Trane Tracer Summit Building Automation System (BAS). The requirement shall include daily monitoring to provide monthly and annual reports in and electronic format (spreadsheet) to the government. Required NAICS Code: 561210 - Facilities (except computer operation) support services Period of Performance: one base year with four one-year options. Business Size: Unrestricted Facility Clearance: Top Secret Since it will be necessary for some Contractor personnel to have access to classified material and/or to enter into areas requiring a security clearance, each Contractor employee requiring such access must have an individual security clearance commensurate with the required level of access prior to contract performance. Individual clearances shall be maintained for the duration of employment under this contract, or until access requirements change. Key personnel listed in H.4 (Project Manager, Chief Engineer, Planner Estimator, 3rd Class Steam Engineers, Journeyman Refrigeration Mechanic, Journeyman Electrician, Journeyman Plumber, Journeyman A/C Mechanic, Maintenance Mechanics, Energy Manager, and Painter) require Top Secret clearances. Day and night custodial mangers shall also require Top Secret clearances. Top Secret clearances shall be required prior to contract start. Site Visit: The Department of State intends to hold a site visit on November 18, 2015 at 11:00 AM at National Foreign Affairs Training Center (Schultz Center), 4000 Arlington Boulevard, Arlington, VA 22204. Companies interested in participating in this site visit must notify SorrellJL@state.gov of their intent. No companies will be allowed to participate in the site visit without prior written notification of their intent to attend. MARKET RESEARCH - CAPABILITY STATEMENT REQUIREMENTS A viable interested party shall demonstrate, in any capability statement submitted, the company's capabilities to meet the performance objectives and the customer's requirements.
