"Notice of intent to sole-source The Department of Veterans Affairs, Network Contracting Office (NCO) 17 intends to award a firm fixed price services contract to bioMerieux, Inc., to provide a lease agreement for maintenance and reagent testing supplies for one each miniVIDAS immunoanalyzer system located in the Dallas VA Medical Center (VAMC), North Texas Veterans Healthcare System, 4500 S. Lancaster Rd., TX 75216-3400. NAICS 811219 applies. The statutory authority permitting other than full and open competition is 41 U.S.C.253 (c) (1), as implemented by Federal Acquisition Regulation (FAR) subpart 8.405-6 (B) only one source is capable of providing the supplies or services required at the level of quality required because the supplies or services are unique or highly specialized. The described contract will simplify meeting recurring needs for these services in the Dallas VAMC, and only bioMerieux can fulfill this requirement. No other company is expected to respond to this requirement. The period of performance shall be from the date of award and will extend during the base period for twelve (12) months hence with one, one-year option period. This notice of intent is not a request for competitive quotes. It is not a solicitation or request for offers. No solicitation package is available. However, any qualified vendor that determines it can meet the government's requirements may give written notification through e-mail to the the contractor contracting specialist, Jerry Hyndman, at gerald.hyndman@va.gov no later than 11-20-2015, 12:00 PM CT. No telephone responses will be accepted. Information received will be for the purpose of determining whether or not to conduct a competitive procurement. The determination to conduct a competitive procurement based on responses to this notice is solely within the discretion of the Contracting Officer. A determination not to compete is solely within the discretion of the Government. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. "Synopsis: The Department of Veteran Affairs, SAO West Network Contracting Office, Services Branch, San Antonio, TX has a requirement to provide a lease agreement for maintenance and reagent testing supplies for one (1) bioMerieux miniVIDAS immunoanalyzer system located at the North Texas VA Medical Center, 4500 S. Lancaster Rd., Dallas, TX, 75216. The Government expects to award a contract to a single contractor under simplified acquisition procedures that shall be firm fixed priced with a one-year base period of performance and one, one-year option period. NAICS code for this requirement is 811219 with a small business standard of $20.5 M annual sales. Only contractors regularly established in the business of providing this type of service will be considered. Proposals from all responsible sources will be considered. Performance requirements are described in the solicitation statement of work.
