- This is a Combined Synopsis/Solicitation for commercial items prepared in accordance with the format in FAR 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only Solicitation; quotes are being requested and a written Solicitation will not be issued. Solicitation number VA248-16-Q-0156 is issued as a (Request for Quotation (RFQ). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-83. Only emailed requests received directly from the requester are acceptable. Responses should be sent to christopher.brailer@va.gov. No telephone responses will be accepted. To be receiving a government award, the offeror must be currently registered in System for Award Management (SAM) at www.sam.gov. Offerors are encouraged to go to the SAM database www.sam.gov and start the registration process as soon as possible to avoid possible delays should the contractor be selected as a prospective awardee. Online Representation and Certification Application (ORCA) must also be current to qualify to receive a contract award. Offeror may register with CCR at www.orca.bpn.gov NAICS and Set-aside: The NAICS is 238210 and the small business size standard is $15 million. Any firm that is not considered a small business under this NAICS code should not submit a response to this notice. This procurement is set-aside for Service Disabled Veteran Owned Small Businesses (SDVOSB). Only businesses meeting this criterion and registered in VetBiz (http://www.vetbiz.gov ) will be considered. Description of Services: The VHA NCO 08 - Malcom Randall VAMC, Logistics Services, Gainesville, FL requires the following services: 1.Install Electrical Receptacles, DATA-Phone Drops To Eighty-Two Cubicles. Furnish all labor, materials, tools, equipment and supervision to install electrical receptacles, DATA-Phone Drops to Eighty-Two Cubicles. All wiring above the ceiling and dropped through electrical poles at each end of the cubicle areas at the VA COJ-Fee Basis Offices in Suite 215, Union Street Station, 201 SE 2nd Avenue, Gainesville, Florida of North Florida/South Georgia Healthcare System to meet clinic needs. A. Scope of Work The contractor to furnish all labor, materials, tools, equipment, supervision and necessary transportation to install the following: DEMOLITION: Remove the existing wiring that will not be reused from the conduit that runs from the electrical panels to the receptacles located in several areas of the flooring in Suite 215, Union Street Station, 201 SE 2nd Avenue, Gainesville, Florida. NEW WORK: 1. Install Forty-One 20 amp 120 volt circuits, one for each two desk. 2. Install eighty-Two Quad Hospital Grade Receptacles. 3.M/C Cable will be used in the ceiling. 4.Lines will be run from the existing electrical panels and the existing breakers will be used. 5.Install two CAT 6 wires to Eighty-Two Desk for two (2) DATA and two (2) Phones at each desk. Wiring to be terminated at each drop and in the IT Room. 6.All low voltage to be plenum rated, not in conduit. B.Contractor shall obtain all the materials necessary, without substitutions unless previously justified. C.The Contractor shall obtain all necessary licenses and/or permits required to perform the work. D.General 1. The contractor shall assure that its employees have received safety equipment training, medical surveillance programs, individual health protection measures, and manufacturer's product and material safety data sheets (MSDS) as required for the work by the US Occupation and Safety and Health Administration. Contractor should comply with applicable national safety codes and standards. 2.Contractor shall supply all labor and parts; test instruments and tools required to perform all installation work. Exchange parts removed from the equipment in the schedule become the property of the contractor. 3.All work is to be scheduled with Logistics Services. Hours of work are 8:00 am - 4:30 PM Eastern Standard Time, Monday - Friday unless directed/approved by COR to work alternate schedule. Contract Type: The government anticipates awarding a Firm Fixed Price award. Award will be made to lowest price quote which conforms to the requirements within this solicitation. To receive consideration as SDVOSB or VOSB, the firm must be registered and verified in the VIP database at www.vip.vetbiz.gov. Submitting Quote: A site visit for interested contractors is scheduled for November 17, 2015 starting at 10:00 AM. Interested contractors should contact Christopher Brailer at christopher.brailer@va.gov to indicate their intention to attend. Contractors shall submit their quote on company letterhead and shall include a breakdown of proposed materials and labor with unit price, unit quantity, item description as specified above and, total price; any offered discounts; proposed delivery time; name, address, and telephone number of the offeror; terms of any express warranty; completed copy of 52.212-3 Offerors Representations and Certifications- Commercial Items, and ORCA document. Quotes must be received November 27, 2015 by 1500 EST. All quotes must be submitted by electronic submission in reference to VA249-16-Q-0156 to christopher.brailer@va.gov; Offers received after the exact time specified in the solicitation are considered late and may be considered if the action would not unduly delay the acquisition. Any prospective bidder desiring an explanation or interpretation of the solicitation must request it via e-mail to the Contract Specialist: Christopher Brailer (christopher.brailer@va.gov) No Later Than: close of business on November 23, 2015.
