Description
The Defense Media Activity (DMA) is seeking authorized sources to provide wireless network solutions for three locations. CONTRACTING OFFICE ADDRESS: DMA Contracting Office - East 6700 Taylor Avenue Fort Meade, MD 20755 INTRODUCTION: This is a SOURCES SOUGHT TECHNICAL DESCRIPTION to determine the availability and technical capability of small businesses (including the following subsets, Small Disadvantaged Businesses, HUBZone Firms; Certified 8(a), Service-Disabled Veteran-Owned Small Businesses and Woman Owned Small Business) to provide the required products and/or services. The Defense Media Activity Headquarters is seeking interested vendors for the procurement of hardware and/or software support and ancillary equipment that provide three wireless networks at three locations, five broadcasting service set identifiers (SSID's) at two Defense Media Activity's locations (HQ at Fort George Meade, MD and the Broadcast Center at Riverside, CA) and two broadcasting SSID's at the Defense Information School (DINFOS) at Fort George Meade, MD. Each system must be Joint Interoperability Test Command (JTIC) approved, Federal Information Processing System (FIPS) certified, and provide seamless transitioning within all three. The requirement is to provide DMA the ability to seamlessly transition from one location to another, allowing collaborating ability with Federal employees. IT DOES NOT CONSTITUTE A SOLICITATION AND SHALL NOT BE CONSTRUED AS A COMMITMENT BY THE GOVERNMENT. RESPONSES IN ANY FORM ARE NOT OFFERS AND THE GOVERNMENT IS UNDER NO OBLIGATION TO AWARD A CONTRACT AS A RESULT OF THIS ANNOUNCEMENT. NO FUNDS ARE AVAILABLE TO PAY FOR PREPARATION OF RESPONSES TO THIS ANNOUNCEMENT. ANY INFORMATION SUBMITTED BY RESPONDENTS TO THIS TECHNICAL DESCRIPTION IS STRICTLY VOLUNTARY. CONTRACT/PROGRAM BACKGROUND: The Defense Media Activity (DMA) under the DoD Office of the Secretary of Defense for Public Affairs, operates the American Forces Network (AFN), a worldwide radio and television broadcast network serving over one million American service men and women, DoD civilians and their families that are stationed overseas in 175 countries, as well as U.S. Navy ships deployed at sea and overseas. American radio and television broadcasts are programmed and distributed to AFN worldwide locations via two independent satellite signals originating at the AFN-Broadcast Center (AFN-BC) in Riverside, California; one each to the Pacific and Atlantic regions. Currently Defense Media Activity Headquarters had an existing wireless network that was installed during 2011 construction at the Headquarters building on Fort George G. Meade. There is no wireless networks at the Defense Information School also located on Fort George G. Meade and the Defense Media Activity Broadcast Center located at Riverside, CA. Contract Number: N/A. This is a new requirement Contract Type: Firm Fixed-Price Incumbent and their size: N/A Method of previous acquisition: N/A Provide Brief description of the current program/effort: Wireless Network Solutions List Anticipated Time Frame: 12 Months from DOA with 4 Option Years List Place of Performance: Defense Media Activity Headquarters, Defense Information School both located at Fort George G. Meade, and Defense Media Activity Broadcast Center, Riverside, CA. REQUIRED CAPABILITIES: Turnkey integration, delivery, installation and training of three wireless network Systems that provide seamless mobility at any site, encrypt, and broadcast multiple SSID's. Requirement is for a single source to deliver a total systems package, inclusive of all design, integration, assembly, delivery, installation, and commissioning, training and future technical support. Proposed systems shall incorporate to the maximum extent possible Commercial-Off-The-Shelf (COTS) components/systems properly integrated and designed to provide a fully functional, fault tolerant, system having encryption capabilities with backside customization. The government is open to all Enterprise wireless systems with a proven record of signal security and approved by the Defense Information Systems Agency (DISA) Joint Interoperability Test Command (JTIC). Delivery of all systems will be to the AFN Broadcast Center located at March Air Reserve Base in Riverside California. Installation, testing, training and integration with existing systems will be provided as services inclusive of the offered hardware systems. Space, electrical power and signal connections will be provided at a specified demarcation point for interface to equipment and systems. All work required to assemble, install, test and activate the system will be performed by personnel certified to perform such work by the equipment manufacturer and in accordance with state licensing requirements. Training of AFN personnel on system maintenance and operations and will be accomplished by equipment manufacturer or individuals certified by the equipment manufacturer to provide such training. SPECIAL REQUIREMENTS: Seamless wireless network continuous between three (3) geographically separated buildings. This allows for movement of wireless devices and enhancing collaborative working environment. SOURCES SOUGHT: The anticipated North American Industry Classification System Code (NAICS) for this requirement is 517911, with the corresponding size standard of 1,500 employees. This Sources Sought Synopsis is requesting responses to the following criteria from small and large businesses that can provide the required services under the NAICS Code. To assist DMA in making a determination regarding the level of participation by small business in any subsequent procurement that may result from this Sources Sought, you are also encouraged to provide information regarding your plans to use joint venturing (JV) or partnering to meet each of the requirements areas contained herein. This includes responses from qualified and capable Small Businesses, Small Disadvantaged Businesses, Service Disabled-Veteran Owned Small Businesses, Women-owned Small Businesses, HUBZone Small Businesses, and 8(a) companies. You should provide information on how you would envision your company's areas of expertise and those of any proposed JV/partner would be combined to meet the specific requirements contained in this announcement. In order to make a determination for a small business set-aside, two or more qualified and capable small businesses must submit responses that demonstrate their qualifications. Responses must demonstrate the company's ability to perform in accordance with the Limitations on Subcontracting clause (FAR 52.219-14). SUBMISSION DETAILS: Contractors having the skills and capabilities necessary to perform the stated requirements should submit a response of no more than 15 pages in length, single spaced, 12 point font minimum. The Government will not review any other data or attachments that are in excess of the 15 pages. Companies should provide clear and unambiguous evidence to substantiate that they are capable of fulfilling the requirement. Responses should include: a. Business name and address; b. Name of company representative and their business title; c. Type of Small Business; Cage Code; d. Contract vehicles that would be available to the Government for the procurement of the product and service, to include ENCORE II, General Service Administration (GSA), GSA MOBIS, NIH, NASA SEWP, Federal Supply Schedules (FSS), or any other Government Agency contract vehicle. (This information is for market research only and does not preclude your company from responding to this notice.) e. OEM certification that vendor is a Manufacturer Authorized Channel Partner with either Premier, Silver or Gold status as of the date of the submission of their offer, and that it has the certification/specialization level required by the Manufacturer to support both the product sale and product pricing, in accordance with the applicable Manufacturer certification/specialization requirements. f. Experience: Please provide no more than five (5) contracts that your company has performed within the last three (3) years that are of comparable complexity and scope for each domain requirement for which your company is responding: (1) Describe your Self-Performed* effort (as either a Prime or Sub-Contractor). (2) Please be specific and provide a complete reference to include at a minimum the project name (and the government contract number, if applicable), contract award amount, start and completion dates, and the project owners' contact information. (3) Additionally, please provide the Contract Type: Firm Fixed-Price, Time and Material, etc. (4) A table listing all companies involved in the relevant project(s), including the technical expertise and percentage of work that each company provided. *Self-Performed means work performed by the company themselves, NOT work performed by another company for them for any of the project examples provided. g. Capabilities / Qualifications: (1) A written response providing clear and unambiguous evidence to substantiate the capacity to fulfill this requirement. (2) Company business size and socioeconomic status (i.e., Large Business, Small Business, Service-Disabled Veteran Owned Small Business, Women-Owned Small Business,) the number of years in business, affiliate information: parent company, joint venture partners, potential teaming partners. (3) Specify any teaming arrangements and how those arrangements will impact the equipment or services provided, including technical expertise provided by each company. Please specify the percentage of work that each company will perform. (4) If the company holds a Federal Supply Schedule (FSS) Contract, list the GSA Contract Number and relevant Special Item Numbers (SINS) applicable to this requirement. This notice does not restrict the Government to an ultimate acquisition approach. All firms responding to this sources sought notice are advised that their response is not a request that will be considered for contract award. All interested parties will be required to respond to the resultant solicitation separately from their response to this sources sought notice. h. References: (1) Provide references for at least two recent installations. With each reference please provide the following detail: - Facility name and address - Point of contact (name, tel. number, e-mail address) - Brief description of the referred system topology and how it compares to the transmission system outlined in this RFI (approx. 50-100 words) Written responses can be in any format, but electronic media must be in Microsoft Word® or Adobe Acrobat® formats. Vendors who wish to respond to this should send responses via email NLT 23 NOV 2015, 2 PM Eastern to Leila.s.miller.civ@mail.mil and Aaron.n.andreoli.mil@mail.mil. Interested businesses should submit a brief capabilities statement package demonstrating ability to perform the services listed in this Technical Description. Documentation should be in bullet format. Proprietary information and trade secrets, if any, must be clearly marked on all materials. All information received that is marked Proprietary will be handled accordingly. Please be advised that all submissions become Government property and will not be returned. All government and contractor personal reviewing RFI responses will have signed non-disclosure agreements and understand their responsibility for proper use and protection from unauthorized disclosure of proprietary information as described 41 USC 423. The Government shall not be held liable for any damages incurred if proprietary information is not properly identified.
