- a. This is a Pre-solicitation notice for interested Offerors for the European Phased Adaptive Approach Phase III Construction Contract, Aegis Ashore Navy Facilities and Infrastructure in Redzikowo, Poland. The U.S. Army Corps of Engineers Europe District (EUD) anticipates the issuance of a Request for Proposal for this project on or about 09 November 2015. The award will be made for a firm fixed price contract using a best value (tradeoff) evaluation process. No reimbursement will be made for any costs associated with providing information in response to this pre-solicitation notice or any follow up information requests. b. Description of Project: The AEGIS ASHORE Navy Facilities and Infrastructure encompasses approximately 17 hectares (40 acres) within the US Base and is the location of the non-mission support facilities. The project consists of the necessary facilities to support an operational Aegis Ashore Missile Defense System (AAMDS) in Redzikowo, Poland. The facilities will include a Multi-Purpose Facility (MPF) which is comprised of housing and dining, medical, Morale, Welfare & Recreation (MWR), fitness, location exchange, barber and administrative functions; Fire Station (FS); Security Control Facility (SCF); Public Works/BOS Contractor Facility (PWBCF); General Purpose Warehouse (GPW2) with post office; an Access Control Facility (ACF). It should be noted that the Navy Facilities are designed under a separate contract from the Missile Defense Agency (MDA) facilities. Pavement facilities include asphalt roadways, concrete drives, and parking areas. Supporting facilities include: electrical services; water; sewer; paving; walks; storm drainage; fire protection and alarm systems; site improvements; telecommunication and information management systems. Access for handicapped will be provided. An Electronic Security System is also required. c. Magnitude of Project: The magnitude for this project is between $25,000,000 and $100,000,000. d. Performance Period: Duration of construction is estimated at 540 calendar days from Notice to Proceed. e. A site visit for the future site of the Missile Defense site at Redzikowo, Poland is scheduled for 02 December 2015. This site visit will be to familiarize contractors with the existing site in Poland. The physical location to meet is: 76 204 Slupsk 6, Aleja Pulku Lotnictwa Mysliwskiego Poland Participants are requested to be on site at 1100hrs with an expected finish time of 1500hrs (local time). Personal Protection Equipment is not required for this site visit.
