- FOR SOLICITATION SPE7M515R0089 / PR 0060147652 NSN 5962-01-578-0770, PR #0060147652, Microcircuit, Digital. This requirement is for a total quantity of 27 each. Price Breaks requested up to a quantity of 50 units. This item is solicited under Other Than Full and Open Competition FAR 6.302 (c) (1). First Article Testing is not required. The Government required delivery is 182 days, and item will be shipped to : SW0700 DLA DISTRIBUTION DDWO 3990 EAST BROAD ST BLDG 11 SEC 8 STORAGE AND DISTRIBUTION DETACHMENT COLUMBUS OH 43213 US This acquisition is for supplies for which the Government does not possess complete, unrestrictive technical data; therefore, the Government intends to solicit and contract with only approved source(s) under the authority of 10 U.S.C. 2340 (c)(1). Approved source(s) is TLSI (1QR80) P/N 121902. Procurement is restricted to source(s) specified on the "Source Controlled" drawing. Once the solicitation is issued, DLAD 52.217-9023- Restriction of Alternate Offers for Source Controlled Items will apply. Inspection / Acceptance at Destination, FOB Origin. This solicitation is being issued under the First Destination Transportation (FDT) Program. If this acquisition is for Foreign Military Sales (FMS) or has an APO/FPO ship-to address, FDT will not apply and normal procedure should be followed. For FDT program transportation requirements, see DLAD clauses 52.247-9059 F.O.B. Origin, Government Arranged Transportation, and 52.247-9058, First Destination Transportation (FDT) Program- Shipments Origination Outside the contiguous United States (OCONUS). Additional information about FDT can be found on the FDT website (http://www.dla.mil/FDTPI/). This solicitation is an RFP and will be available at https://www.dibbs.bsm.dla.mil on its issue date of November 23, 2015. Hard copies of this solicitation are not available, and must be downloaded from the internet site above. Solicitation will not contain a quantity option. Based upon market research, the Government is not using the policies contained in Part 12, Acquisition of Commercial Items, in its solicitation for the described supplies or services. However, interested persons may identify to the contracting officer their interest and capability to satisfy the Government's requirement with a commercial item within 15 days of this notice. Reverse Auctioning: This solicitation will not contain DLAD provision 52.215-9023 for Reverse Auction (RA). While price may be a significant factor in the evaluation of offers, the final award decision will be based upon a combination of price, delivery, past performance and other evaluation factors as described in the solicitation. This item has technical data, some or all of which is subject to export-control regulations. Distribution of the technical data and eligibility for award are limited to those suppliers qualified through JCP certification, or to those licensed by either the Departments of State or Commerce; or to foreign suppliers pursuant to international agreements. ***NOTE*** - This solicitation includes the following clauses: DLAD 52.209-9028, Qualified Suppliers List of Distributors (QSLD) -Federal Supply Class ( FSC) 5961 Semiconductors and Hardware Devices, and 5962 Electronic Microcircuits (FEB 2014). IAW 9.203(a)(5). DLAD 52.209-9002, Qualified Testing Suppliers List (QTSL) -Federal Supply Class ( FSC) 5961 Semiconductors and Hardware Devices, and 5962 Electronic Microcircuits (FEB 2014). IAW 9.203(a)(2). Contract will be awarded based on QSLD/QTSL guidelines if applicable.
