- Cancelled. POSPONED Indefintely. Request for Proposal (RFP) for Indefinite Delivery-Indefinite Quantity (IDIQ) Multiple Award Task Order Contracts (MATOC) for construction, maintenance, repair, and design-build services for the Tennessee Army National Guard, 118th Wing Nashville, 134th Air Wing Knoxville, and 164th Air Wing Memphis locations. Typical work includes, but is not be limited to: interior and exterior renovations, heating and air-conditioning, structural, HVAC controls, plumbing, fire suppression, interior and exterior electrical and lighting, fire and intrusion alarms, communications, limited utilities, site-work, landscaping, fencing, masonry, roofing, concrete, asphalt paving, storm drainage, limited environmental remediation, construction of new facilities, surveys, studies, design-build and other related work. All projects will be in accordance with individual task order requirements, specifications and drawings provided with each project or master specifications. Prospective contractors must be able to respond within 120 minutes (2 hours) in response to emergencies via a staffed and operational business office located in the State of Tennessee. The North American Industry Classification System (NAICS) codes for this work is 236220 Commercial and Institutional Building Construction, 236210 Industrial Building Construction, or 237990 Other Heavy and Civil Engineering Construction. The small business size standard is $36.5 million average annual revenue for the previous three years. This is a total small business set-aside. The government anticipates award of a minimum of twelve (12) individual MATOC contracts and anticipates a maximum of twenty (20), providing sufficient qualified contractors' present offers. All responsible,small business firms may submit an offer. Anticipated contracts will consist of a Base Award Period of two (2) calendar years, and three (3) one-year option periods. Total contract period, to include options, shall not exceed five (5) calendar years. Task Orders will range from $2,000.00 to $5,000,000.00. The total of individual task orders placed against this contract shall not exceed $20,000,000.00 per each contractor. The selection process will be conducted in accordance with FAR Part 15 source selection procedures. Proposals will be evaluated on Past Performance, Technical, and Price Evaluation of a Prototypical Project. The magnitude of the prototypical construction projects: Project A is between $500,000 and $1,000,000 and the magnitude of construction for project B is between $1,000,000 and $5,000,000. Prospective offerors must submit a written past performance and technical proposal and a price proposal for the prototypical project to be considered for award. The prototypical project will be used to evaluate the price proposal and portions of the technical proposal and may be awarded if funds are available. A Pre-proposal conference and site visit is scheduled for July 14, 2015 11:00 AM Central time. The site visit will begin in Classroom 13 at Building I-200, 229 Spring Creek Road, Lavinia, TN 38348, See solicitation for details. A second visit for subcontrators to visit is 22 July, 2015 from 10:30 AM to Noon Central Time. Interested contractors are encouraged to attend and arrive early enough prior to time of conference for clearance to the facility. The solicitation closing date is scheduled on (To Be Determined).
