This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Request For Proposal (RFP) number is N66604-16-R-0071. The Naval Undersea Warfare Center Division, Newport, RI (NUWCDIVNPT) has a requirement for LENEL-Certified Security System Services and Hardware in accordance with the attached Statement of Work (Attachment 1 to this combined notice). This requirement is restricted to LENEL-Certified offerors only. This is requirement is not a small business set-aside. The Government intends to award an Indefinite-Delivery, Indefinite-Quantity (IDIQ) contract with Firm Fixed Price provisions. A list of Contract Line Item Numbers (CLINs) including quantities and units of measure are included in Attachment 2 to this combined notice. Offerors must provide all of the information required in 52.212-1 Instructions to Offerors -- Commercial Items and its Addenda (Attachment 4 to this combined notice). The Places of Performance include the following locations in accordance with the Statement of Work (Attachment 1): Naval Undersea Warfare Center Division, Newport RI West Palm Beach and Leesburg, FL; Andros Island, Bahamas (AUTEC); Seneca Lake and Fishers Island, NY; Ft. Story and Norfolk, VA; and Dodge Pond, CT The anticipated Period of Performance is from 2 DEC 2015 to 1 DEC 2020. NAICS Code 561621 applies; Size Standard ($20.50M). All deliveries are F.O.B. Destination (See Attachment 1 for F.O.B. points). Incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-83. FAR 52.212-1 Instructions to Offerors--Commercial Items and its Addenda applies (Attachment 4). Evaluation will be in accordance with FAR 52.212-2 Evaluation--Commercial Items (Attachment 6 to this combined notice). Offerors shall include a completed copy of the provision 52.212-3 Offeror Representations and Certifications - Commercial Items, with its offer. FAR 52.212-4, Contract Terms and Conditions-Commercial Items, FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items applies. The following addenda or additional terms and conditions apply: This solicitation requires registration in the System for Award Management (SAM) prior to contract award, pursuant to applicable regulations and guidelines. Registration information can be found at www.sam.gov. Payment will be made via Wide Area Workflow (WAWF). Offerors shall possess a valid TOP SECRET Facility Security Clearance (FCL) prior to contract award. All proposed personnel shall possess valid SECRET Clearances prior to contract award. Defense Priorities and Allocations System (DPAS) rating of DO-C9 applies. Additional terms and conditions are found in Attachment 7 to this combined notice. Offers should include price and delivery terms and the following additional information: See Attachment 4 for Instructions.
