N00164-16-S-NB09 - REQUEST FOR INFORMATION (RFI)/SOURCES SOUGHT - TECHNICAL SUPPORT SERVICES FOR FRIENDLY FORCES TRACKING (FFT) DEVICES - PSC R425 - NAICS 334511 - Issue Date 06 NOV 2016 - Closing Date 16 NOV 2016 - 12:00 PM EST INTRODUCTION: This is a Request for Information (RFI)/Sources Sought (SS) for market research and planning purposes only and does not constitute a Request for Proposal (RFP) nor does its issuance restrict the Government as to the ultimate acquisition approach. The Government will not reimburse the contractor for any cost associated with preparing or submitting a response to this notice. THIS IS NOT A SOLICITATION. This Request for Information/Sources Sought is being posted to the Seaport portal website as well as FEDBIZOPPS website as N00164-16-S-NB09. The Naval Surface Warfare Center, Crane Division, Crane, IN is seeking information from potential sources that can provide non-personal professional engineering and technical support services specifically for Joint Friendly Forces Tracking (FFT) devices located worldwide. This is an RFI/SS announcement to determine the availability and technical capability of businesses to provide the required services. Additionally, this RFI/SS notice is being published with the intent to conduct market research and promote competition. Not responding to this RFI does not preclude participation in any future RFPs, if any are issued. If a solicitation is released, it will be synopsized on the Federal Business Opportunities (FedBizOpps) or SeaPort-e website. It is the responsibility of the potential sources to monitor these sites for additional information pertaining to this requirement. BACKGROUND The Surveillance and Reconnaissance Systems Division (Code JXT) provides the services and functions necessary to fulfill or reduce existing Department of Defense (DOD) and interagency mission gaps that exist in FFT and SA domains. The program is a complement to existing programs, such as United States Northern Command's (USNORTHCOM) Situational Awareness Geospatial Enterprise (SAGE), the Space and Missile Defense Command Army Strategic Command's Mission Management Center (SMDC/ARSTRAT MMC), and Air Force Special Operations Command's Joint Operations Center (JOC). It fills a long-standing gap in FFT and SA support functions that are in high demand from the FFT user community. It is anticipated that the range of hardware that will require support includes: • Shout Devices, NAL Research • iBat, iFox, Outlaw, Gotham server, Blackbird Technologies • InReach, DeLorme • Spot2, Spot Connect, SPOT • NexTrak, ITT Excelis • Pallas and Typhon, L3 Technologies (legacy systems no longer in production) • BT devices - SPAWAR Pacific • Cobra Devices - OGA CONTRACT BACKGROUND Services associated with this requirement are currently being procured via the following contract vehicles N00164-13-C-JT77 and N00164-15-C-JT91 with Trailblazer Innovations. ELIGIBILITY The applicable NAICS code for this requirement is 541330 and the Product Service Code is R425. REQUIRED CAPABILITIES The attached draft Performance Work Statement (PWS) provides additional information about the required tasking. It is requested that, in response to this RFI/SS, a vendor identify whether it has the capability to perform all of the tasking or only specific portions of the requirement. Also, if the vendor has any questions about the structure of the PWS, please also identify those in the response. ATTACHMENT 1. Draft Performance Work Statement (Distribution Statement D - Distribution authorized to the Department of Defense and U.S. DoD Contractors. QUESTIONS Contractors that have access to Seaport shall submit questions concerning this RFI/SS within the Seaport portal no later than three business days prior to the closing of this RFI/SS. Contractors outside of the Seaport portal shall submit questions via email to Nicole Roudebush, Contracting Officer, at nicole.roudebush@navy.mil to include N00164-16-S-NB09 in the subject line no later than three business days prior to the closing of this RFI/SS. SUBMISSION REQUIREMENTS Interested businesses should submit a capabilities statement package consisting of the following: 1. Word 2010 compatible format 2. Limit of Five (5) pages, excluding cover sheet page 3. No smaller than 10 point font 4. 8.5" x 11" pages 5. Contractor Capability Statement demonstrating ability to perform the services listed in this RFI/SS. 6. Cover Sheet shall include the following: a. Announcement Number: N00164-16-S-NB09 b. Company Name c. Company Address d. Company Cage Code e. Company Size e. Company Point of Contact information to include (Name, phone number, and email address) Responses to this RFI/SS shall be submitted electronically by email to Nicole Roudebush, Contracting Officer, at nicole.roudebush@navy.mil. Responses shall be received no later than 1200 PM Eastern Daylight Time on 16 November 2015. Submissions shall reference tracking number N00164-16-S-NB09 in the subject line of the email. Proprietary information, if any, should be minimized and MUST BE CLEARLY MARKED. All information marked as proprietary information will be safeguarded to prevent disclosures to non-government personnel and entities. Classified material SHALL NOT be submitted. Contractors must be properly registered in the Government System for Award Management database (SAM). Contractors may obtain information on SAM registration and annual confirmation requirements by calling 1-866-606-8220 or by visiting www.sam.gov. Contractors must be properly registered in the Joint Certification Program (JCP) in order to receive the controlled attachments.
