Be advised that periodic access to the website is essential for obtaining updated documentation and the latest information regarding this procurement. All data received in response to this source sought, marked or designated as corporate or proprietary, will be fully protected from release outside the Government. Information and materials submitted in response to this request WILL NOT be returned. Classified material SHALL NOT be submitted. INTRODUCTION: The Naval Air Warfare Center - Aircraft Division Contracts Department (AIR 2.5.1.13), at Patuxent River, MD announces its intention to procure a follow-on requirement, on a competitive basis, for the services necessary to provide a variety of airborne threat simulation capabilities to train shipboard and aircraft squadron weapon systems operators and aircrew. These services will range from small single unit training to large multinational exercise in a variety of exercise in various locations including multiple Continental United States (CONUS) sites, foreign, and remote Operation Bases Outside the United States (OCONUS) through use of a contractor owned and operated propeller aircraft for the Naval Air Systems Command (NAVAIR, PMA-226). This requirement is a follow-on procurement currently being performed by Flight Support, Inc. of Yorktown, VA. The existing contract is a Firm Fixed Price type. This contract is due to expire on 30 April 2018. THIS SOURCES SOUGHT IS NOT A REQUEST FOR PROPOSAL. The responses of the Sources Sought will be utilized as a market research tool to determine if any Small Business Set-Aside opportunities exist. All Small Business Set-Aside categories will be considered. Furthermore, this market research tool is being used to identify potential and eligible Zone 2 small business firms capable of providing services described herein prior to determining the method of acquisition and issuance of a Request for Proposal. The Government is not committed nor obligated to pay for the information provided, and no basis for claims against the Government shall arise as a result of a response to these Sources Sought. IT DOES NOT CONSTITUTE A SOLICITATION AND SHALL NOT BE CONSTRUED AS A COMMITMENT BY THE GOVERNMENT. RESPONSES IN ANY FORM ARE NOT OFFERS AND THE GOVERNMENT IS UNDER NO OBLIGATION TO AWARD A CONTRACT AS A RESULT OF THIS ANNOUNCEMENT. NO FUNDS ARE AVAILABLE TO PAY FOR PREPARATION OF RESPONSES TO THIS ANNOUNCEMENT. ANY INFORMATION SUBMITTED BY RESPONDENTS TO THIS TECHNICAL DESCRIPTION IS STRICTLY VOLUNTARY. PROGRAM BACKGROUND: The Contracted Air Services (CAS) program, designated under the Naval Air Systems Command PMA-226, provides Contractor owned and operated propeller aircraft, personnel, equipment and support for Fleet training and exercises to a variety of customers to include: United States (USN), Foreign Military Sales (FMS), other Department of Defense (DoD) agencies and DoD Contractors. These services provide a variety of airborne threat simulation capabilities to train shipboard and aircraft squadron weapon systems operators and aircrew to counter potential enemy Electronic Warfare (EW). This support is provided in a variety of venues, from basic "schoolhouse" Air Intercept Control (AIC) training to large multinational exercises or small, single unit training exercises, Unmanned Aerial Vehicle (UAV) emulator, High Frequency (HF)/Ultra High Frequency (UHF) to UHF communication relay, Link-16 interference and traffic collision avoidance. Locations include multiple CONUS sites and foreign and remote operating bases outside OCONUS sites. These Aircraft will operate from designated or home bases on the East Coast and West Coast. ANTICIPATED PERIOD OF PERFORMANCE: The estimated period of performance consists of one base year and four one year options with performance for a total performance period of 5 years. The anticipated start date is 30 April 2018. Specifics regarding the number of option periods will be provided in the solicitation. ANTICIPATED CONTRACT TYPE: The contract type is anticipated to be Firm Fixed Price (FFP) (with a Cost CLIN for Travel and Material and a Cost Plus Fixed Fee (CPFF) CLIN for Future Threat Requirements. An estimated total Level of Effort (LOE) of approximately 1024 flight hours (404 West Coast, 620 East Coast) is anticipated per option year over a period of five years. The proposed contract is anticipated to include tasking that would be accomplished by labor categories that are subject to the Service Contract Act. PLACE OF PERFORMANCE: These services shall be performed on-site at Naval Air Station Patuxent River, MD, off-site at the contractor's facility, other locations specified in the attached draft PBWS. Potential Bases of Operation and Deployments will be Worldwide (Subject to airfield and aircraft compatibility). Some of the locations are listed below but not limited to: Naval Auxiliary Landing Field San Clemente Island CA Naval Base Point Mugu CA Marine Corps Base Camp Pendleton CA Marine Corps Base Twenty-Nine Palms CA Naval Air Station Fallon NV Naval Air Weapons Station China Lake CA Air Force Base Edwards CA National Training Center Fort Irwin CA Pacific Missile Range Facility West Kauai HI Marine Corp Air Station Camp Lejeune NC Marine Corp Air Station Cherry Point NC REQUIRED CAPABILITIES: See attached Draft Performance Based Work Statement (PBWS) Capabilities for this inquiry are defined in the following table: TYPE I - Propeller Aircraft Performance Requirements Aircraft Configuration: The means of aircraft propulsion shall be by two or more propellers. Speed and Altitude: 1. Minimum sustainable at 95 Knots of True Air Speed (KTAS) at sea level* 2. Capable of not less than 180 KTAS at all elevations between 200 feet and 15,000 feet MSL* 3. Maximum Structural Cruising Speed (VNO) of not less than 180 KIAS. If VNO is unavailable, maximum operating limit speed (VMO) of not less than 180 KIAS. *"Standard Day" and in steady-state, straight-and-level conditions. Ceiling: Not less than 15,000 feet MSL. Turn: 2G turns at 45 degrees angle of bank below 14,000 feet. Range: Unrefueled Visual Flight Rule (VFR) range of 700 NM. Time On Station: 3.0 hours assuming enroute distance of 100 NM each direction. Configuration and Special Equipment: A. The Contractor shall ensure all aircraft are equipped with the applicable communication and navigation capability to operate in the national airspace, or foreign nation airspace requirements as applicable. Aircraft must be equipped with communications and navigation capability as required for CONUS operations. All aircraft must be equipped and configured with: B. 2 UHF transceivers C. HF transceiver D. GPS capability E. Provisioning for internal Large Area Tracking Range (LATR) equipment, Tactical Air Navigation (TACAN) and Emulator. LATR and Emulator systems will be provided as GFE. F. Emulator G. Link 16 H. Traffic Collision Avoidance System (TCAS) Additional Performance Criteria: Capable of over water operations up to 150 NM from nearest land; certified (IAW 14 CFR 23.1419) to fly in actual and forecast icing conditions. SPECIAL REQUIREMENTS: Compliance with the following regulations and instructions will be required: • A DD Form 254 Contract Security Classification Specification will apply to this requirement and the prime contractor shall have or demonstrate ability to obtain a "Secret" Facility Clearance and "Secret" Safeguarding capability. Include in your response your ability to meet the Facility and Safeguarding security requirements • 14 Code of Federal Regulations (CFR) Parts 61 Certification: Pilots, Flight Instructors, And Ground Instructors Electronic Code of Federal Regulations (e-CFR) • 14 CFR Parts 91 General Operating and Flight Rules, e-CFR 245 • 14 CFR 43 Maintenance, Preventive Maintenance, Rebuilding, and Alteration • 14 CFR 61.55 Second-In-Command Qualifications • 14 CFR 61.56 Flight Review • 14 CFR 61.57 Recent Flight Experience: Pilot-In-Command • 14 CFR 91.509 Survival Equipment for Overwater Operations • 14 CFR 135.267 Flight Time Limitations and Rest Requirements • Advisory Circular (AC) AC-2015B The above is provided for potential offerors to review and provide comments to the Government as part of the Sources Sought response. In addition to the requirements above, please note that under a Small-Business Set-Aside, in accordance with FAR 52.219-14, the small business prime must perform at least 50% of the work themselves in terms of the cost of performance. Cost of performance includes direct labor costs, overhead that has only direct labor as its base, and the small business's General and Administrative rate multiplied by the labor cost. For a Small Business Set-Aside, the small business prime cannot utilize the cost of performance of other small businesses it utilizes as subcontractors in calculating its performance to comply with FAR Clause 52.219-14, with the exception of Service Disabled Veteran Owned Small Businesses (FAR 52.219-27(1)(i) and HUBZone Small Businesses (FAR 52.219-3(d)(1). ELIGIBILITY: The applicable NAICS code for this requirement is 481219 (Other Non-Scheduled Air Transportation) and Product Service Code of V121. The Small Business Size Standard of $27.0 M. Businesses of all sizes are encouraged to respond; however, each respondent must clearly identify its business size in their capabilities statement. ADDITIONAL INFORMATION AND SUBMISSION DETAILS (CAPABILITIES STATEMENT): It is requested that interested parties submit to the contracting office a brief capabilities statement package (no more than ten (10) pages in length, Times New Roman font, 10 point font minimum) demonstrating ability to perform the services listed in the attached Draft PBWS. All responses must include the following information: Company Name; Company Address; Company Business Size; and Point-of-Contact (POC) name, phone, fax number, and e-mail address. This documentation must also address, at a minimum, the following: 1. Provide a company profile to include number of employees, annual revenue history, office location(s), DUNS number, Cage Code, and a statement including current small/large business status; 2. Prior/current corporate experience performing efforts of similar size and scope within the last five years, including contract number, organization supported, indication of whether as a prime or subcontractor, contract values, Government point of contact with current telephone number, and a brief description of how the contract referenced relates to the services described herein. 3. Resources available such as corporate management and currently employed personnel to be assigned to tasks under this effort to include professional qualifications, specific experience of such personnel, and the ability to have personnel located at the city specified; 4. Management approach to staffing this effort with qualified personnel which should address current hires available for assignment to this effort, possible subcontracting/teaming arrangements, and strategy for recruiting and retaining qualified personnel; 5. Can or has your company managed a team of subcontractors before? If so, provide details. 6. Include in your response your ability to meet the requirements listed in the Special Requirements section. 7. What specific technical skills does your company possess which ensure capability to perform the tasks? It is requested that, in the response to the Sources Sought, the company explain its capability to accomplish the tasking identified in the Draft PBWS. If the company finds itself not capable of performing all parts of the Draft PBWS, please specify which portions of the Draft PBWS it is not capable of accomplishing. If the company will be teaming or utilizing subcontractors, please include information regarding which work the subcontractor will be responsible for and how the prime will determine the subcontractor is capable of accomplishing the work. 8. Per FAR 52.219-14, the small business prime must perform at least 50% of the work itself in terms of cost of performance. Provide an explanation of your company's ability to perform at least 50% of the tasking described in this Draft PBWS for the base period as well as the option periods. 9. Respondents to this notice also must indicate whether they qualify as an 8(a), Small, Small Disadvantaged, Women-Owned, HUBZone, or Service-Disabled Veteran-Owned Small Business Concern. 10. Include in your response your ability to meet the requirements in the Personnel and Security requirements in the attached Draft PBWS. 11. Provide a statement of the company's ability to begin performance upon contract award (anticipated award date 30 April 2018). 12. Provide a statement whether your company has an approved accounting system. All data received in response to this Sources Sought that is marked or designated as corporate or proprietary will be fully protected from any release outside the Government.
