- Description
- The National Institutes of Health, Office of Logistics and Acquisition Operations, on behalf of the National Eye Institute intends to issue a fixed price award to a single source under the authority of FAR 13.106-1(b)(1), soliciting from a single source. An award will be made on or about 19 November 2015 to Alpao. The Alpao DM97-15 is the deformable mirror that is currently utilized in adaptive optics instruments at six institutions: the National Eye Institute, the Medical College of Wisconsion, San Diego, and the University of Pennsylvania. All six of these institutions, including the National Eye Institute, have exact replicas of the same instrument all of which utilize the Alpao DM97-15. Selection of any other deformable mirror would disallow the ability of the National Eye Institute to have exact replica of the instrument that is utilized by the other five institutions. We are replicating experimental procedures published in [Dubra, Alfred, and Yusufu Sulai. "Reflective afocal broadband adaptive optics scanning ophthalmoscope." Biomedical optics express 2.6 (2011): 1757-1768] and the Alpao DM97-15 must be used. Ongoing research at the National Eye Institute in the area of adaptive optics involves the use of custom built adaptive optics instrument which was assembled under contract HHSN263201400011C. Under this contract the instrument was delivered with one Alpao DM97-15 already included inside the instrument. A spare deformable mirror is required at the National Eye Institute to maintain operational readiness. In order to comply with our service and tech support provided by HHSN263201400011C, the Alpao DM97-15 must be used. The adaptive optics instrument cannot be operated without a fully functional DM97-15. The Alpao DM97-15 is a custom manufactured device that requires a long lead time and highly specialized, custom manufacturing processes. Therefore, a second DM97-15 is required to maintain operational readiness in the vent of unexpected instrument failures which is critical for ongoing longitudinal clinical trials at the National Eye Institute utilized adaptive optics that are already underway. These clinical trials include prescribed follow up visits during which repeat adaptive optics imaging will take place. In order to adhere at this time would result in inconsistent data between the different longitudinal study visits. Reference to the use of this item can be found under active NEI Protocol 15-EI-0020 and Annual Report ZIA EY000544-01. The Alpao DM97-15 is highly specialized deformable mirror that can achieve fast and accurate wavefront correction over a large range of deformations. Individual actuator strokes exceed 3 micrometers with a settling time of less than 1.0 milliseconds with practically no hysteresis and high linearity and stability. They are coated with a broadband protected silver coated that reflects more than 96.5% of light with wavelengths from 500 nm to 2000nm. There is no other deformable mirror manufacturer that can produce a mirror meeting or exceeding these specifications. Furthermore, selection of a deformable mirror from any other manufacturer would require significant resources and time for redesigning the software control and hardware interfact of the adaptive optics instrument due to differences in form factor, drivers, software, and hardware. In addition, it is entirely possible that selection of any other deformable mirror other than the Alpao DM97-15 would not meet the performance specifications that are required by ongoing clinical studies underway through the active NEI protocol 15-EI-0020. The National Institutes of Health, National Eye Institute must continue to use the Alpao DM97-15 in order to avoid the introductioin of new variables into experimental results and to avoid long delays resulting from retesting of products from other potential suppliers. The North American Industry Classification System (NAICS) code for this requirement is 333314 with the size standard of 500 employees. This notice of intent is not a request for proposals or quotes; however, all responsible sources may submit a quotation and technical capabilities, which, if received within ten calendars days of publication of this notice, shall be considered by NIH/NEI. All responses must be submitted to the Government point of contact at holleyv@od.nih.gov. A determination by the Government not to open the requirement to competition based upon the responses to this notice is solely within the discretion of the Government.
