Description
NASA Goddard Space Flight Center (GSFC) is hereby soliciting information about the potential sources for operating the Eastern NASA Manufacturing Technology Transfer Center (E-NMTTC). The E-NMTTC provides training for GSFC and non-GSFC personnel on Workmanship Standards. The E-NMTTC offers the Workmanship and ESD Control certification classes for NASA required standards, which are defined in NPD 8730.5. As new standards are added to NPD 8730.5, new classes must be developed and offered by the E-NMTTC. The E-NMTTC also provides informational courses where there are a recurring GSFC need as well certification level courses which are GFSC Center specific. No solicitation exist, therefore, do not request a copy. If a solicitation is released, it will be synopsized in FedBizOpps and on NASA Acquisition Internet Service. It is the potential offers responsibility to monitor these sites of the release of any solicitation or synopsis. Interested offerors having the required specialized capabilities to meet the above requirements should submit a capability statement indicting their ability to perform all aspects of the efforts described herein. Indicate whether your company has an existing training center and the location for performance of this effort. The location of your training center must be within local travel (50 miles radius) of GSFC and please provide location. The Federal Travel Regulation, published by the General Services Administration, Travel and Transportation Management Policy Division, is the source for Federal Policy on travel. NASAs supplement is FMM 9700: NASA Federal Travel Regulation Supplement. The training center shall provide a classroom facility that accommodates both lecture and practical instruction that is functional, and safe for the students. A minimum of twelve students shall be accommodated per class. Adequate ventilation is required when soldering is being performed. Control of optical fiber scrap must be provided to prevent injury. The training center is required to meet National Environmental Policy Act (NEPA), mini-NEPA (regarding local environmental laws), and Occupational Safety and Health Administration requirements. The operation and management of the training center shall protect the physical assets therein, the employees and students therein, the electronic and hard-copy records, and any sensitive data that is subject to US international trade and arms regulations. Responses must include the following: name and address of the firm, size of business, whether they are large, small, small disadvantaged, 8(a), HUB Zone, and/or women-owned, number of years in business, affiliate information: parent company, joint venture partners, potential teaming partners, prime contractor (if potential sub) or subcontractors (if potential prime), list of customers covering the past five years (highlight relevant work performed, contract numbers, contract type, dollar value of each procurement and point of contact address and phone number). Boon at david.l.boon@nasa.gov This synopsis is for information and planning purposes only and is not to be construed as a commitment by the Government nor will the Government pay for information solicited. Respondents will not be notified of the results of the evaluation. Respondents deemed fully qualified will be considered in any resultant solicitation of the requirement. The Government reserves the right to consider a small business or 8(a) set-aside based on responses. All responses shall be submitted to David L. Boon at david.l.boon@nasa.gov no later than December 10, 2015.
