The maximum quantity for the NSN: 2995-01-313-0691 includes a Foreign Military Sales quantity of 30 and the NSN: 2995-01-294-9867 includes a Foreign Military Sales quantity of 440. It has been determined the Government's needs cannot be met in the commercial marketplace; therefore, Federal Acquisition Regulation Part 12 will not be used. Depot Maintenance Work Requirement (DMWR) 55-2995-231, dated 15 May 1983, has been identified for this requirement. However, the Anti-ice Start Bleed Valve has been identified as a Critical Safety Item (CSI). Pursuant to the provisions of Public Law No. 108-136, National Defense Authorization Act Fiscal Year 2004, Section 802, Quality Control in Procurement of Aviation Critical Safety Items and Related Services, as implemented for acquisition by Department of Defense Acquisition Regulation Supplement (DFARS 209-270), contracts for modification, repair, or overhaul of CSI items can only be awarded to a source approved by the head of the design control activity. A frozen plan and a Product Verification Audit will be required for this effort. This procurement is restricted to the following approved source: are Vacco Industries Inc., El Segundo Products Division (CAGE code: 1PVC5), 10350 Vacco St., South El Monte, CA 91733-3316 and AAR Aircraft Components (CAGE code: 3Y015), 747 Zeckendorf Blvd., Garden City, NY 11530-2188. Contractors are encouraged to seek Source Approval Requests (SAR) in order to compete for this or future solicitations by submitting documentation in accordance with the Competition Advocate's Shopping List procedures. These procedures are outlined at the following website: http://amcomdmz.redstone.army.mil/casl_cmo/casl_cmo_home. Award of this requirement will not be withheld pending SARs. All responsible sources may submit an offer which shall be considered by the Agency. Requests for solicitation will be accepted by mail or email. Award will be withheld pending receipt of sufficient funds. The closing date annotated is an estimate and may be adjusted dependent upon the date the solicitation is released; however, the solicitation will not close prior to the closing date stated above.
