Description

The Federal Bureau of Prisons, Field Acquisition Office, Grand Prairie, Texas intends to issue solicitation RFQP05071500018 for the provision college level education services to the inmate population in the area of Business Administration/Management. The course of study leading to an associate's degree/or certification will be provided by an accredited educational institution on site at the Federal Correctional Institution (FCI) located at El Reno, OK. There will be two semesters (Fall/Spring) offered per each 12 month contract period which will consist of an estimated 15 inmate students per semester. It is anticipated that each semester will be approximately 18 weeks in duration. The Fall semester will generally consist of an estimated 270 credit hours and the Spring semester will generally consist of an estimated 225 credit hours for a total of 495 credit hours for each yearly contract period. Classes will normally be taught during evening hours weekly (Mon - Fri) between the hours of 5:00 p.m. and 8:00 p.m. Classes will not be provided on Federal holidays. A more detailed schedule will be provided in the solicitation. Schedules may be subject to change per mutual agreement of the parties. The contract will consist of a 12 month base period with four (4) additional twelve month option year periods. The contract type will be an indefinite delivery/requirement type contract with firm-fixed unit prices. Award will be based on price. The applicable North American Industry Classification System (NAICS) code for this requirement is 611310, with a small business size standard of $27.5 million. The solicitation is being issued on an unrestricted basis. All responsible sources may submit an offer which will be considered. Faith-Based and Community-Based Organizations can submit offers/bids/quotations equally with other organizations for contracts for which they are eligible. The solicitation will be available on or about November 24, 2015 and will be distributed solely through the website at www.fbo.gov. All future information concerning this acquisition, including solicitation amendments will be distributed through the website. The anticipated deadline for receipt of offers is December 22, 2015, 2:00 P.M. Central.
