- Request for Information: Propeller Dolly (C-130J) This market survey is being conducted to identify potential sources that may possess the expertise, capabilities, and experience to meet the requirements for qualification and production of seven (7) propeller dollies (for C-130J aircraft) for use by Israeli Air Force (IAF). The propeller dollies are not centrally managed items and have not been screened for an acquisition method code. However, the Defense Logistics Agency (DLA) has assigned a Reference Number Category Code (RNCC) which performs a function very similar to the AMSC/AMC coding. The RNCC assigned for the propeller dollies is RNCC 3. RNCC 3 identifies an item of production by the manufacturer which controls the design, characteristics, and production of the item by means of its engineering drawings, specifications and inspection requirements. The United States Government does not own or have access to the data for the propeller dolly, which is a commercial item. A sample propeller dolly is not available for a potential supplier to evaluate. The only known manufacturer of these dollies is KWD Manufacturing, Inc., 2230 West Southcross Blvd San Antonio, TX (CAGE 71670). Contractors/Institutions responding to this request for information are placed on notice that participation in this survey may not ensure participation in future solicitations or contract awards. The government will not reimburse participants for any expenses associated with their participation in this survey. INSTRUCTIONS: 1. Below is a document containing a description of the requirement and a Contractor Capability Survey. 2. If, after reviewing these documents, you desire to participate in the market research, you should provide documentation that supports your company's capability in meeting this requirement. Failure to provide documentation may result in the government being unable to adequately assess your capabilities. If you lack sufficient experience in a particular area, please provide details explaining how you would overcome the lack of experience/capabilities in order to perform that portion of the requirement (i.e., teaming, subcontracting, etc.) 3. Both large and small businesses are encouraged to participate in this Market Research. Joint ventures or teaming arrangements are encouraged. 4. REQUIREMENTS DESCRIPTION Propeller Dolly (C-130J) Survey PURPOSE/DESCRIPTION The Government is conducting market research to identify potential sources that may possess the expertise, capabilities, and experience to meet the requirements for qualification and production of seven (7) propeller dollies, National Stock Number (NSN): 1740-01-454-2393 part number 207-000-104. The quantity needed is a total of seven (7) propeller dollies. FUNCTION: The unit consists of a welded steel frame with forklift pockets, tow bar, four (4) swivel locking casters, leveling jacks, toolbox, R391 adapter, and the 54H60 arbor post. The unit is used for transportation and storage of the GE Aviation R391 six-bladed propeller used on the C-130J aircraft and the C-27J model aircraft. The unit also provides an arbor post for the Hamilton Standard 54H60 four bladed propeller, used on the P-3 and the C130B-H models.
