Description
Draft Performance Work Statement THIS IS A SOURCES SOUGHT SYNOPSIS FOR CAPABILITIES STATEMENTS ONLY. THIS IS NOT A SOLICITATION ANNOUNCEMENT FOR PROPOSALS AND NO CONTRACT WILL BE AWARDED FROM THIS ANNOUNCEMENT. The U.S. Environmental Protection Agency (EPA) is performing a market search for businesses in preparation for a future procurement. Any interested firm should submit a Capabilities Statement with information which clearly demonstrates their capabilities to provide the services described below. Standard company brochures will not be considered a sufficient response to this Sources Sought Synopsis. It is anticipated that any future contract for these services will be a Cost-Plus-Fixed-Fee (CPFF), Level-of-Effort (LOE) type contract with five (5) one-year periods, each with LOE of approximately 128,000 hours. The applicable NAICS code is 541620 (Environmental Consulting Services) with a size standard of $15 million. The capabilities statement shall provide the firm s current size status for the above referenced NAICS code, (large or small) and whether the firm is a SBA certified Hubzone or 8(a)/Small Disadvantaged contractor. The firm shall also indicate if it is Woman-owned, Veteran-owned or Service-Disabled Veteran owned. As a reminder, small businesses are required to perform at least 50 percent of the costs of the contract performance with their own personnel (FAR 52.219-14). The EPA reserves the right to set this action aside for small businesses. The US EPA, Office of Transportation and Air Quality (OTAQ) is responsible for carrying out the assessment and regulatory responsibilities identified in the Clean Air Act (including CAA sections 202, 211, 213 and 231). The EPA OTAQ also conducts a range of voluntary and initiative-based measures to evaluate and mitigate the impacts of mobile source emissions. In order to effectively carry out this mission, EPA OTAQ seeks contractor services for a variety of technical analyses and support activities. A contractor interested in submitting a capabilities statement in regard to this effort should specifically address the draft Performance Work Statement (PWS). The successful contractor of any resultant contract will be expected to provide all necessary labor, materials, and facilities in support of the efforts delineated by the PWS. This requirement will provide the Office of Air and Radiation (OAR), Office of Transportation and Air Quality (OTAQ), Assessment and Standards Division (ASD), with services for various analyses, modeling, and other activities associated with the development of regulations for mobile source emissions. Entities that are directly engaged in or that have a business, financial, or competitive relationship(s) with firms that are motor vehicle, aircraft, marine vessel, locomotive, non-road-equipment manufacturers or engine manufacturers, or that produce or distribute fuel or fuel additives may have a significant actual or potential of a Conflict of Interest. Entities that provide consulting and/or technical services to motor vehicle, aircraft, marine vessel, locomotive, non-road-equipment manufacturers or engine manufacturers, or that produce or distribute fuel or fuel additives may present significant actual or potential COI concerns. Entities that are directly engaged in the activities described above could have conflicts which would be difficult for the Agency to avoid, mitigate, or neutralize. However, no entity is restricted from submitting a capabilities statement. Capabilities Statements in response to this Sources Sought Synopsis MUST BE SUBMITTED THROUGH THE FEDCONNECT PORTAL. Any questions regarding the content of this sources sought synopsis announcement must be submitted through the FedConnect portal. Notices of any modifications to this FBO procurement announcement, including Requests for Proposals and amendments, will be posted using the FedConnect web portal.
