- This is a Sources Sought Notice for following services. This Sources Sought Notice is NOT a request for formal proposals or quotes. It is neither a solicitation announcement nor a request for proposals or quotes and does not obligate the Government to award a contract. Requests for a solicitation will not receive a response. Responses to this Sources Sought must be in writing. The purpose of this Sources Sought announcement is for market research to make appropriate acquisition decisions and to gain knowledge of potential qualified Service Disabled Veteran Owned Small Businesses, Veteran Owned Small Businesses, 8(a), HubZone and other Small Businesses interested and capable of providing the services described below. Documentation of technical expertise must be presented in sufficient detail for the Government to determine that your company possesses the necessary functional area expertise and experience to compete for this acquisition. Responses to this notice shall include the following: (a) company name (b) address (c) point of contact (d) phone, fax, and email (e) DUNS number (f) Cage Code (g) Tax ID Number (h) Type of small business, e.g. Services Disabled Veteran Owned small Business, Veteran-owned small business, 8(a), HUBZone, Women Owned Small Business, Small disadvantaged business, or Small Business HUBZone business and (i) must provide a capability statement that addresses the organizations qualifications and ability to perform as a contractor for the work described below. NAICS Code 541380, Testing Laboratories services applies to this procurement with a size standard of $15 million. No funds have been authorized, appropriated, or received for this effort. Place of Performance: Department of Veterans Affairs Syracuse VA Medical Center 800 Irving Avenue Syracuse, NY 13210 Scope of Work Reverse Osmosis Water Testing I.Background The Syracuse VA Medical Center requires water testing on the sterile process service (SPS) reverse osmosis water system. This testing is used in the SPS unit for compliance with VA and AAMI standards for reverse osmosis water. The reverse osmosis test samples will be sent out by the Syracuse VA Medical Center for analysis by the contractor. II.Objectives The objective is for the Syracuse VA Medical Center to improve patient care and safety by testing the water to VA and AAMI standards in the SPS unit. The anticipated contract will be used for the water testing to reduce testing costs, improve results turn-around time, and ensure patient safety. III.General Requirements The contractor must comply with the following general requirements: a)The Contractor shall comply with Federal, State, and Local Laws, plus any Federal Regulations as applicable to the performance of this contract. b)The Contractor shall not accept any instructions issued by any person employed by the U. S. Government, other than: the Contracting Officer (CO), or the Contracting Officers Technical Representative (COTR), all acting within the limits of their authority. c)The Contractor shall be qualified / certified by New York State in the Clinical Laboratory Evaluation Program or Environmental Laboratory Approval Program for all tests. Contractor shall maintain qualifications throughout entire contract period. The Government shall maintain the right to seek proof of qualification prior to award and anytime during contract period of performance. d)The Contractor shall be accredited by The Joint Commission and The College of American Pathologists (CAP) for the Laboratory Accreditation Program. Contractor shall maintain qualifications throughout entire contract period. The Government shall maintain the right to seek proof of qualification prior to award and anytime during contract period of performance. e)The Contractor shall use United Parcel Service (UPS) for shipping to and from the laboratory facility and the Syracuse VA Medical Center. f)The Contractor shall be required to perform the following tests at the notice of the CO or COR: i.Water Analysis Panel to the AAMI technical information report TIR34:2007 for High-Purity Water Water for the reprocessing of medical devices for bacteria, endotoxin, total organic carbon, pH, water hardness, resistivity, total dissolved solids, ionic contaminants (chloride, iron, copper, manganese), color and turbitidy. g)The Contractor shall electronically report test results within ten (10) days of receiving samples to the COR. IV.Statement of Work The contractor will provide testing and reporting on the SPS reverse osmosis fluid samples performing all necessary tests collected and shipped through the Syracuse VA Medical Center. The contractor shall provide all testing containers and shipping to and from the laboratory facility through United Parcel Service (UPS). The contractor shall perform the following tests at the notice of the Syracuse VA Medical Center: Water Analysis Panel to the AAMI technical information report TIR34:2007 for High-Purity. There are ten (10) individual sample ports for testing, and the VA has the ability to re-test an individual sample point if it fails. Additionally, if one component of the test is found to be out of tolerance, the VA has the ability to re-test for the specific component. The contract shall provide a report stating the tests performed and their results on the provided water samples within ten (10) days of receiving the samples. The contractor must have the skills, certification, and experience to be qualified to test and analyze the reverse osmosis water samples. V.Government Furnished Equipment The fluid test samples will be collected from the following government furnished equipment: Equipment TypeManufacturerModelEE#Serial # Reverse Osmosis SystemAmeriwaterHCR0323534150127 VI.Minimum and Maximum Ordering Quantities.AAMI Panels: Max = 52, Min = 9 Based on one per week for a month (4), then one per month for a quarter (2), and then quarterly for a year (3) if all test pass the standard. If any failure occurs, all testing must return to weekly for a month of passed tests. Response: Responses to this Sources Sought Notice should be able to demonstrate the firm's ability, capability, and responsibility to deliver the service listed above. Responses should include the following information: Business name, address, business size and Socioeconomic Category (HUBZone, 8(a), Service Disabled Veteran, Small Business, Large Business, etc.), and point of contact to include e-mail address and telephone number. Supporting evidence must be furnished in sufficient detail to demonstrate the ability to provide the full service requirement identified above. Determination by the Government not to compete this proposed contract based on responses to this notice is solely within the discretion of the Government. Important information: The Government is not obligated to nor will it pay for or reimburse any costs associated with responding to this sources sought synopsis request. This notice shall not be construed as a commitment by the Government to issue a solicitation or ultimately award a contract, nor does it restrict the Government to a particular acquisition approach.
