- Description
- NASA/ARC has a requirement for a Liquid Nitrogen Pump and a Variable Frequency Drive for conducting critical experimental research. The pump will be used for circulating the Liquid Nitrogen for a lab cooling system. The Variable Frequency Drive is required to properly control the pump. Technical specifications for the Liquid Nitrogen Pump and the Variable Frequency Drive operation and performance specifications are described below. LN2 Pump Specs: - Hermetic Design Seal less - 200/230 VAC Single or 3 Phase - Vertical Design for Dewar or Cold Box Installation - Air-Cooled Motor - Variable Speed Wide Range of Head and Flow - Weight approximately 28.6 kg (63 lbs) - Partial Emission Centrifugal pump type design Variable Frequency Drive: - Must be able to control the motor specified in section - Control system Sinusoidal Pulse Width Modulation (PWM) control - Output Voltage range Adjustable within the range of 50 to 330V (240V class) and 50 to 660V (500V class) by correcting the supply voltage - Output Frequency range 0.1 to 500.0 Hz default setting: 0.5 to 80Hz, maximum frequency: 30 to 500 Hz - Minimum setting steps of frequency 0.1Hz: analog input (when the max. frequency is 100Hz), 0.01Hz: Operation panel setting and communication setting. - Frequency accuracy Digital setting: within +-0.01% of the max. Analog setting: +-0.5% of the max. frequency (25C +- 10C) - Voltage/Frequency characteristics V/F constant, variable torque, automatic torque boost, vector control, automatic energy-saving. Dynamic automatic energy-saving control (for fan and pump), PM motor control, V/F 5-point setting, Auto-tuning. Base frequency (20-500Hz) adjusting to 1 &2, torque boost (0-30%) adjusting to 1 &2, adjusting frequency at start (0.1-10Hz) - Frequency setting dial on the front panel - Pulse Width Modulation (PWM) carrier frequency Adjustable range of 2.0kHz to 16.0kHz - PID Control Setting of proportional gain, integral gain, differential gain, and control waiting time. Training: The contractor shall provide training on the Liquid Nitrogen Pump and Variable Frequency Drive operation and maintenance within 90 days of delivery to NASA Ames. This is a 100% small business set aside RFQ. All responsible small business sources may submit an offer. The NAICS Code and the small business size standard for this procurement are 333911, Pump and Pumping Equipment Manufacturing, and 500 employees respectively. The offeror shall state in their offer their size status for this procurement. Offerors must have current registration and Representations and Certifications in the website www.SAM.gov, and provide the firms DUNS number with their offer. Delivery to NASA Ames Research Center, Moffett Field, CA 94035 is required no later than Feburary 22, 2016. Delivery shall be FOB Destination. SUBMISSION OF OFFERS: Offerors shall provide the information required by FAR52.212-1 (APR 2014), Instructions to Offerors-Commercial Items, which is incorporated by reference. This RFQ includes addendum to FAR 52.212-1, as follows: Only electronic receipt of offers will be accepted. Submit offers in MS Word or Adobe pdf format. Each file cannot exceed 10 MB in size, limit five (5) files. Email offers to Rachel.A.Jandron@nasa.gov no later than 1:00pm PST on the stated response date. All offers must include the following minimum information: Information that includes offerors company information, a Firm Fixed Price for a Liquid Nitrogen Pump and a Variable Frequency Drive, solicitation number, FOB destination to this Center, offered price, proposed delivery schedule, discount/payment terms, warranty duration, DUNS, taxpayer identification number (TIN), identification of any special commercial terms, and be signed by an authorized company representative. If the end product(s) offered is other than domestic end product(s) as defined in the clause entitled "Buy American Act -- Supplies," the offeror shall so state and shall list the country of origin. FAR 52.212-4 (DEC 2014), Contract Terms and Conditions-Commercial Items is applicable. Addenda to FAR 52.212-4 are as follows: Invoices shall be prepared, and payments will be made in accordance with the Prompt Payment Clause of this contract. Invoices shall be sent to NASA Shared Services Center (NSSC) address as specified in the contract for electronic payment of funds pursuant with FAR clause 52.232-33, Payment by Electronic Funds Transfer-System for Award Management (Jul 2013), 52.247-34 F.O.B. Destination.
