STATEMENT OF WORK FOR TOTAL ORGANIC CARBON (TOC) ANALYZER New Mexico VA Health Care System 1501 San Pedro Dr SE Albuquerque, NM 87108-5128 Brand Name or Equal. Meet or Exceed. Vendor must supply all items. FOB Destination Lowest Price Technically Acceptable 1. SCHEDULE TITLE: TOTAL ORGANIC CARBON (TOC) ANALYZER 2. BACKGROUND: This system is used by the CSPCRPCC Biopharmaceutics/Pharmacokinetics Laboratory to validate cleanliness of manufacturing equipment producing study drugs for use in clinical trials. This new unit will replace the expiring unit. This unit is critical to ensure cGMP and ISO guidelines for manufacturing related to proper equipment cleaning are met. The selected vendor will provide equipment, installation, software, documentation, Installation Qualification/Operational Qualification (IQ/OQ) Validation, and equipment familiarization. 3. SCHEDULE SUPPLIES #Item/Stock#Description 1PKG-1030W/1088/ATOC, 115V Package includes: 1030W TOC Analyzer Model 1030W Aurora Total Organic Carbon Analyzer (Wet Oxidation Method) 110V, 50/60Hz). Includes the 1030W TOC Analyzer Module, Windows CE touchscreen user interface, syringe pump, isolation sampling loop system, EPC; electronic pressure control, direct network connectivity, Aurora 1030 Data Server and User Interface Software, Start-up Kit and Operator's Manuals on CD. 1088 Autosampler The Model 1088 Autosampler for the Model 1030 TOC Analyzers (100-240V, 50/60Hz) This high capacity, reliable autosampler has a sample capacity of 88 EPA 40 mL VOA vials, with random and priority sampling capabilities. The easily swappable sample tray permits maximum sample throughput for the 1030 TOC. The autosampler docks underneath the 1030 TOC and thus offers the smallest bench space footprint of any TOC/Autosampler on the market. Additional capabilities include the ability to automatically generate calibration standards for the TOC and magnetic stirring. Includes autosampler, startup kit, and operation manual on CD. ATOC Software The ATOC Software Suite for the 1030 Aurora TOC platform provides custom reporting, enhanced Security and Auditing management, extensive auditing capabilities (21CFR compliant), centralized and secure laboratory data management for all 1030 TOCs across the entire lab, and flexible interface to LIMS and data systems for all 1030 TOC analyzers connected to the network. The ATOC Reporter program provides the ability to review all data saved in the database in a simple, concise format. It also provides the ability to post-process data, including reanalyzing and reintegrating peaks as well as modifying and applying updated calibrations. A PC is required to operate ATOC Software 2KIT-ADD ON PHARMACEUTICAL1030W The Pharmaceutical Kit for use with the Model 1030W TOC Analyzer includes the following components: - Sodium Persulfate Solution 100g/L, 1L - Phosphoric Acid Solution 5%, 1L - Potassium Hydrogen Phthalate (KHP) 1,000 ppmC (10 mL) - Ascarite Scrubber - IQ/OQ Validation Manual. 3INSTALL-IN-FIELD 1030W/1088 4SVC-301-2000 MILES ZONE 9 5COMPUTER-WINDOWS BASED/BUSINESS CLASS Computer for use with OI ACA/TOC products, Dual Core Processor/Windows based PC. 610-1230 Generator NG3000A 7IQ/OQ VALIDATION TOC IQ/OQ VALIDATION 2-day validation of the Total Organic Carbon Analyzer and peripherals, including Installation Qualification, Operation Qualification. Validation includes; 1.) Certification that instrument is installed per supplier specifications, 2.) Complete operational verification of critical electronic and pneumatic sub-components using NIST certified meters, 3.) Performance testing of system to manufacturer's specifications, including accuracy and reproducibility using an OI-prepared standard 4. SCOPE OF WORK: The scope of this contract is to purchase and install an OI Analytical 1030W/1088 Total Organic Carbon Analyzer. This will include all items listed under Schedule of Supplies. It will include a one-year warranty. This replacement will be installed in the Biopharmaceautics/Pharmacokinetics Laboratory (BPLS) located at 2401 Centre Ave SE, Albuquerque NM 87106 by the vendor. Only CSPCRPCC BPLS Laboratory personal will be authorized to use the system. Brand Name or Equal/ Meet or Exceed is due to compatibility with an existing Total Organic Carbon Analyzer unit being used and will replace the following equipment: 1)Model 1030W TOC S/N E735730690 2)Model 1088 ASM S/N D733788233 The replaced equipment will NOT BE traded-in to Contractor, but will be retained by CSPCRPCC for proper disposition. 5. DESCRIPTION/SPECIFICATIONS: Task 1 - Provide an OI Analytical 1030W/1088 Total Organic Carbon Analyzer, required Pharmaceutical Kit, and stand-alone computer. Task 2 - Install OI Analytical 1030W/1088 Total Organic Carbon Analyzer, perform Installation/Operational Qualifications (IQ/OQ), and provide IQ/OQ certifications. Task 3 - Provide equipment familiarization training. Task 4 - Installation will be performed by a manufacture certified and trained service engineer. 6. SECURITY REQUIREMENTS. This procurement is primarily for goods (equipment and software), but there is an installation component as well. Vendor personnel will be required to come to the CSPCRPCC facility to install the equipment and software. Vendor personnel will have no access to VA IT systems, PHI, or any equipment connected to the VA network. Additionally, vendor personnel will be escorted and monitored at all times by a CSPCRPCC staff member as mandated and strictly enforced under CSPCRPCC Security Policy. The C&A requirements do not apply and a Security Accreditation Package is not required 7. PLACE OF PERFORMANCE: Delivery should be made NLT (no later than) 30 days after award of contract. A.Instruments/Components to be shipped to the VA Cooperative Studies Program located at: 2401 Centre Avenue, SE ATTN: BPLS (151-I) Albuquerque, NM 87106-4180 B.A copy of a packing slip will be furnished at the time the order is delivered. 8. DELIVERY HOURS: Call for hours once awarded. 9. TRAINING: Onsite training is provided at no additional charge, even after installation and warranty. 10. WARRANTY: Standard- 12 months 11. PERIOD OF PERFORMANCE - Items must be received within 30 days after issue of contract. Installation must occur within 30 days of receipt of ordered items (End of SOW)
