- The Architect of the Capitol (AOC) is posting this notice for acquisition planning relative to engineering and integration support in upgrading a 1990's vintage control system based on an Open VMS platform to a Microsoft Windows or Linux platform control system. This notice shall not be construed as a commitment by the Government to issue a solicitation and/or ultimately award a contract. Responses shall not be considered proposals nor shall any award be made as a result of any such response. The AOC shall NOT be responsible for any costs incurred by interested parties in response to this notice. This notice seeks market information on businesses capable of meeting the AOC's requirement as described below. The AOC is currently conducting market research to determine the availability of interested, qualified and experienced sources. This information shall be used within the AOC to facilitate decision making and shall not be disclosed outside of the agency. This information shall be evaluated solely for the purposes of determining whether or not to conduct this procurement on a competitive or non-competitive basis. A determination to not compete this effort on a full and open basis, is solely the discretion of the AOC. Oral responses ARE NOT acceptable. Responses shall include: (a) A detailed capabilities statement stating their experience in providing the same or similar work described in this notice, (b) A positive statement of interest to submit a proposal, and (c) A point of contact with phone and e-mail information. The AOC is seeking information regarding providing engineering and integration to upgrade the head end control system of the Hart/Dirksen (Senate Office Buildings) to US Capitol subway system. The head end control system consists of a LAN system and operator HMI system that interfaces with new servers and existing PLCs and VFDs. The server communicates with PLCs and VFDs to determine the operational status of the 2,473 field I/O points. The subroutines on the server determine the user specified operation of the subway whether running 1, 2, 3 or 4 cars and checks safety subroutines against I/O status to determine if the subway is in a safe condition to run. The server along with the workstations provide 70 HMI graphics to display subway system operations. The existing PLC is an Allen-Bradley PLC/1785 (PLC 5/40). There are 24 existing VFDs Allen-Bradley 1336. The following information is requested: Your company's ability to reverse engineer an Open VMS DYNAC control system and provide a new Windows or Linux control system? Your company's years of experience (5+ years' experience desired) providing SCADA and graphic solutions to unique commercial, industrial or transportation fields?
