Description
The Army Contracting Command, New Jersey 07806-5000, on behalf of the U.S. Army Armament, Research, Development and Engineering Center (ARDEC) is contemplating award of Blanket Purchase Agreements (BPAs) to contractors capable of installing, maintaining, upgrading and troubleshooting (EECS) Electronic Entry Control Systems (i.e. Card Swipe Access), at various buildings and select locations at Picatinny Arsenal. The EECS must be compatible with the Government Common Access Card (CAC). The contractor shall provide all labor, material, parts and equipment required to execute the requirements for this effort. The contractor shall provide personnel who are thoroughly knowledgeable of the specific EECS that is being utilized or in service. The contractor shall provide and install new EECS zones identified by the Government and/or upgrade existing systems. The contractor provided EECS must be compatible with the Government CAC. The contractor shall provide repair/service to the EECS which may have been caused by electrical problems, lightning or other natural causes, communication failures, improper operation, and/or damage from misuse or physical damage to the system. The services may consist of emergency repairs, repair of known defective equipment, and modifications to the system and/or relocation of equipment. All reports/modifications must provide a system that is compatible with the Government CAC. The contractor shall execute repairs for any defective part(s), which would cause a failure of the EECS on site at the specific job site, and must coordinated with the appropriate Government personnel to ensure proper procedures for controlled access are maintained. Additional technical & general requirements shall be adhered to as identified in Scope of Work (SOW). This synopsis is open to all business concerns; however, in accordance with FAR 19.501, the Government's intent is to establish Blanket Purchase Agreements (BPAs) with small businesses. In the event there are not enough responses from responsible, capable small businesses, then large business responses will be considered. All interested and potential firms must be registered in the System for Award Management (SAM), and current firms must update their records annually to maintain an active status. Please visit the SAM website to register and update https://www.sam.gov/portal/public/SAM/. However, registration in no way guarantees that a contract or assistance award will be issued. Firms/companies are invited to indicate their interests and capabilities by providing specifications, brochures, manuals, reports, information pertaining to experience on previous projects, specific work previously performed or being performed, any in-house research and development effort, and any other specific and pertinent information as pertains to this particular area of procurement. All information shall be submitted via email (10MB limit) at no cost or obligation to the Government; information provided will not be returned. Responses shall also indicate the size of the business entity; large or small, and provide your DUNS and CAGE codes. Please provide the name of your firm, address, point of contact (POC), phone/fax number, and email address. TELEPHONE INQUIRIES WILL NOT BE ACCEPTED. The Government will accept written questions by email. Interested firms/companies are encouraged to submit their capabilities/qualification data NO LATER THAN 10 December 2015.
