- Marine Corps Systems Command has a requirement for Intelligent Power Management (IPM) that was derived from the power generation and distribution Family of Systems (FOS) requirement defined by the U.S. Army Tactical Electric Power (TEP) Capability Production Document (CPD). The IPM capability focuses on providing stable, flexible, reliable and renewable, tactical power. The overall IPM system consists of three major subsystems: The Mobile Electric Power (Advanced Medium Mobile Power Sources (AMMPS)) with an intelligent Digital Control Systems (DCS); Energy Storage Unit (ESU); Power Distribution with the Marine Corps Mobile Electric Power Distribution System-Replacement (MEPDIS-R). The AMMPS with intelligent DCS allows multiple generators to form a local grid, syncing generators and turning them on and off as needed to automatically adjust to changing load demand. The MEPDIS-R is the current distribution system within Marine Corps and will be the back bone which all other IPM systems must be able to interface with. This RFI is to gather available industry information on potential ESU solutions. Key Traits the Government is interested in for the ESU are: 1. Power Capability: 60kW continuous for 30 minutes Threshold, 60 minutes Objective 2. Power Type and Quality: 120/208 VAC 3 Phase, 60 Hz that meets MIL-STD-1332B. 3. The ESU shall be self-contained and skid mounted. The overall system shall be no larger than our AMMPS 60 kW generator footprint (no larger than 82 inches in length, no larger than 36 inches in width and no larger than 52.8 inches in height). 4. Modular system with expandable energy storage capability. 5. Autonomous operations that automatically adjust with changing load demand and generation capacity available. 6. Environmental Operations: Operates in conditions between 0◦F to 135◦F and be capable of withstanding MIL-STD 810G Environmental tests. 7. Life Expectancy: Minimum of 10 year life expectancy. 8. ESU shall be capable of battery cycling while under light load and where operating efficiency is high, be capable of switching off. 9. ESU shall be capable of providing standalone power when generators are off due to maintenance or tactical necessity. 10. The ESU shall detect load transients and exhibit uninterrupted operation while switching between charging and providing power to the load. 11. The ESU batteries shall be hot swappable and capable of being removed without interruption to grid power. 12. The ESU shall require no changes to the generator set or power distribution system to function. The Government seeks to understand the extent to which potential offerors possess the capability to deliver the requirements stated above. Comments on the applicability of the above listed efforts to this type of project are also sought. Any other value added corporate information that would be pertinent is also desired. Some key information the Government is interested in includes: 1. Size and weight tradeoffs for ESUs vs the requirements 2. Projected production and development cost for an ESU. 3. Impacts to wide operational temperature range to the ESU design parameters. 4. Types and extent of communication needed for ESUs. 5. Any industry standards which your technology is tested or built to. 6. A projected timeline for development and production of systems. The Government seeks to understand industrial capability to manage and execute this type of program, to include Small Business, Small/Disadvantaged Business, Veteran Owned, HUB-Zone, etc. criteria that your corporation may meet. Potential offerors with the ability to meet the requirements listed are requested to provide information on their solution. It is requested that responses from interested businesses to this announcement be structured and transmitted in the following manner: 1. Business name, business size, address, and point of contact information (name, email and phone number). 2. Any additional information on existing efforts in this area or additional information regarding ESUs. 3. Any special business conditions or capabilities (i.e. small business). 4. Comments on past performance for like or similar items. Interested parties are encouraged to respond to this RFI by submitting the above information no later than 1700 10 December 2015 (EST). The Government recognizes that proprietary data may be part of this effort. If so included, clearly mark such data. Firms responding to this sources sought notice understand that Patricio Enterprises Incorporated under a Task for MARCORSYSCOM, will be reviewing and collating all responses to this sources sought notice.
